Ferris, Staff Director of the State of Arizona Joint Legislative Budget Committee, to Senator John Mawhinney and Representative Sterling Ridge discusses the lease purchase financing that the state was trying to pass to build ASU West. In particular, the issue was raised that by using this option, ASU West would be built only two years ahead of the proposed schedule, but at an additional cost of $57 million.
