The document also provides data on self-reported health status and life satisfaction of Arizonans, health screenings and health care coverage. Core questions provide information on high-risk behaviors and chronic diseases that are surveyed each year. The optional modules provide information on high-risk behaviors and chronic diseases that may or may not be surveyed each year. State-added questions supply information on high-risk behaviors added by request. The Behavioral Risk Factor Surveillance System (BRFSS) program is a rich source of state-level public health data. These data have become integral to health promotion, disease prevention, and intervention planning throughout Arizona.

MGT of America, Inc. was retained to conduct a study for the Arizona Department of Transportation to determine whether there was a compelling interest to justify a disadvantaged business enterprise program for ADOT. MGT found that minority, women and disadvantaged business enterprises were substantially underutilized as prime contractors in construction and construction-related professional services. African American, Hispanic American, and Asian-owned firms were under-utilized as construction subcontractors. The study provides factual predicate evidence for the selective use of project goals for African American, Hispanic American, and Asian American construction subcontractors.
