The purpose of this paper is to consider alternative assured water supply approaches for Superstition Vistas and to describe potential methods of providing water service to the property. Because this paper represents a cursory analysis of the study area and available supplies, the results should only be used for scoping more detailed planning efforts. The first issue examined is whether sufficient water supplies exist regionally to support projected growth including Superstition Vistas. Additionally, estimated demands for the property are presented. Finally, there a number of issues that complicate the process of acquiring supplies for an area like Superstition Vistas. This paper summarizes some of those issues.

State trust lands are among the greatest public assets in Arizona’s portfolio. Set aside at statehood, the Arizona State Land Department manages more than 9 million acres of trust lands on behalf of 14 beneficiaries. State trust lands are among the greatest public assets in Arizona’s portfolio. Set aside at statehood, the Arizona State Land Department manages more than 9 million acres of trust lands on behalf of 14 beneficiaries. The largest of which by far is Arizona Public Education K through 12.The mission of the Land Department is to maximize revenues from these trust lands. In FY 2005, state trust lands generated $115 million for all beneficiaries, of which $101 million was designated to support public K-12 schools.These amounts are increasing rapidly as more state trust land becomes attractive for development in Arizona’s urban areas.

The parcel discussed in this report, “Superstition Vistas,” stands out as the jewel among Arizona’s trust lands. Not only is it situated in the path of metro Phoenix growth, but it also borders thousands of acres of public land managed by the Tonto National Forest and U.S. Bureau of Land Management. Estimates of its total value run well into the billions of dollars.

"The Treasure of the Superstitions" sets the stage for a continuing dialogue about the potential for Superstition Vistas, and indeed, all of Arizona’s trust lands. We look forward to listening to and working with our beneficiaries, citizens, counties, municipalities, real estate businesses, and other interested parties to make the most of Arizona’s “treasure.”

“What about the water?” was one of the questions Morrison Institute for Public Policy asked in its 2008 study, "Megapolitan: Arizona’s Sun Corridor". That report looked at the potential growth of the Sun Corridor as Tucson and Phoenix merge into one continuous area for economic and demographic purposes.

With its brief review of the water situation in urban Arizona, "Megapolitan" left a number of questions unanswered. This report will consider questions like these in more detail in order to examine the Sun Corridor’s water future. This topic has received less sophisticated public discussion than might be expected in a desert state. Arizona’s professional water managers feel they are relatively well prepared for the future and would like to be left alone to do their job. Elected officials and economic-development professionals have sometimes avoided discussing water for fear of reinforcing a negative view of Arizona. This report seeks to contribute to this understanding, and to a more open and informed conversation about the relationship of water and future growth.

As cities seek ways to address emerging urban problems, a growing ractice is to combine the efforts of citizens, local government, and community organizations to revitalize and build strong neighborhoods. The Neighborhood Fight Back Program, administered through the City of Phoenix Neighborhood Services Department (NSD), is viewed as one such practice. The Fight Back program offers designated neighborhoods “specialized support over a limited period of time to assist with resident driven neighborhood improvement efforts. These efforts generally focus on revitalization, sustainability, crime and blight reduction, resident participation, neighborhood leadership, development and community building.” At the request of NSD, an external evaluation of the Fight Back program was conducted by the Morrison Institute for Public Policy, School of Public Affairs, Arizona State University. The evaluation involved more than 100 interviews with residents and city staff and an extensive review and analysis of program documentation.

In 1988 and 1995, statewide surveys provided "snapshots" of the status of K-12 arts education in Arizona. These milestone studies showed a continuum of programs and a variety of strengths and challenges across the state. In the years since -- even as landmark education and arts policies were adopted and arts organizations became important sources of enrichment and learning -- Arizona’s educators and arts professionals have had to rely on local anecdotes, personal experience, and partial reports to gauge the status and impact of school- and community-based arts education. To answer today’s questions about arts education in schools and communities, the Arizona Arts Education Research Institute and Maricopa Partnership for Arts and Culture, instead of another snapshot, chose to determine the feasibility of mechanisms to track formal and informal -- or school- and community-based -- arts education over the long term. Morrison Institute for Public Policy (School of Public Affairs, College of Public Programs) designed the Beyond Snapshots study to gather input from a selection of state arts education experts, teachers, and representatives from schools, districts, and arts and culture organizations.

Will Pinal become a distinguishable destination or simply a McMega drive through? If Pinal rises to the occasion, the result can be a vibrant, sustainable, and competitive place that takes advantage of its location. If Pinal fails to choose wisely, its bedroom community future is already visible in the East Valley and subdivisions north of Tucson. Which will it be?

When Arizona's economy depended on the 4Cs – copper, cotton, citrus, and cattle – Pinal County was a leader in 2 of them. These historic sources of wealth and touchstones of heritage still play a role in the county's economy, but dramatic population growth and new economic drivers make this a different, distinctive time. Convinced by a compelling business case that showed how arts and culture contributes to a strong knowledge economy, the Maricopa Regional Arts and Culture Task Force called for a region-wide commitment to arts and culture development. The 30 elected, business, arts, and philanthropic leaders also agreed that, given the current financial limitations of the region’s arts and culture sector, a new era of achievement would require a "well-rounded system of funding and support through public, private, and philanthropic means." Without this, the potential for arts and culture to help ensure "a high skill, high innovation economy in a great, livable place" would go unfulfilled. Given the economic imperatives, size of the arts and culture sector, and various election results, creating a "well-rounded system of funding and support" for arts and culture in metro Phoenix would seem to be realistic. Yet, for all of these and other pluses, the task force’s members realized that their successors would have to have "perfect pitch" on any proposal for a dedicated funding source for arts and culture.
