The Decision Center for a Desert City at Arizona State University—funded by the National Science Foundation since 2004—conducts research relevant to water resources and urban climate dynamics under multiple uncertainties. This report summarizes and synthesizes research findings and achievements of DCDC after almost a decade of research and science-policy interactions.

The Decision Center for a Desert City at Arizona State University—funded by the National Science Foundation since 2004—conducts research relevant to water resources and urban climate dynamics under multiple uncertainties. This report summarizes and synthesizes research findings and achievements of DCDC after almost a decade of research and science-policy interactions. Water resource decision-making is complicated by climate change and variability, population growth and economic development, diverse stakeholder interests and fragmented governance. While these factors generate various uncertainties and complexities for decision-makers, DCDC pursues research to create a more sustainable future. The DCDC contributes to water management and urban sustainability by conducting basic science and collaborating with policymakers and stakeholders to solve real-world problems. As detailed herein, DCDC research, education, and community outreach have made substantial contributions to improving water-resource governance and climate adaptation.

This version of the Major Streets and Routes Plan revises the original plan and the 2004 revisions. Looking ahead to pending updates to the classification systems of towns and cities in Maricopa County, the original MSRP stipulated a periodic review and modification of the street functional classification portion of the plan. This revision incorporates the following changes: (1) as anticipated, many of the communities in the County have updated either their general or transportation plans in the time since the adoption of the first MSRP; (2) a new roadway classification, the Arizona Parkway, has been added to the Maricopa County street classification system and the expressway classification has been removed; and (3) a series of regional framework studies have been conducted by the Maricopa Association of Governments to establish comprehensive roadway networks in parts of the West Valley.

The Lower San Pedro Groundwater Basin (LSP) baseline groundwater quality study was conducted by the Arizona Department of Environmental Quality in 2000. Located in southeastern Arizona, this semiarid basin is drained by the San Pedro and Gila Rivers. The LSP is a rural landscape with scattered towns and two
extensive copper mining and processing operations. Groundwater from three aquifers (floodplain, unconfined basin-fill, and confined basin-fill or artesian) and fractured mountain hardrock is the principle source of water supply. For this study, 63 groundwater sites were sampled for inorganic constituents. In addition, fewer sites were also sampled for Volatile Organic Compounds (25), radiochemistry (19), radon (19), and pesticide (2) analyses. Eighteen (18) percent of sample sites had concentrations of at least one constituent that exceeded a health-based, Federal or State water-quality standard.

In March 1997, the Arizona Game and Fish Department and New Mexico Department of Game and Fish entered into a Conservation Agreement with other state, local, and federal cooperators, with voluntary participation by many private individuals, to conserve the jaguar (Panthera onca) along borderlands of Arizona and New Mexico and to stimulate parallel efforts in Mexico. The agencies believed that if strong partnerships could be developed under this approach, it would be a significant step forward in bringing local governments, private landowners, and nongovernmental organizations directly into jaguar management.
