Arizona is one of the nation’s most urban states, and now it includes one of 20 “megapolitan” areas in the U.S. People have predicted for 50 years that Phoenix and Tucson would grow together into a giant desert conglomerate. That possibility has been seen as exciting, intriguing, and distressing. While a solid city along Interstate 10 is unlikely given the diverse land ownership in central and southern Arizona, the two metro economies are already merging.

Megapolitan: Arizona’s Sun Corridor, one of the first reports on a single megapolitan area, recognizes a more sophisticated technique for analyzing urban growth—that shared economic and quality of life interests are more important than physically growing together.

Scholars at Virginia Tech defined the megapolitans based on economic and growth patterns.
The Sun Corridor, which cuts across six counties from the border with Mexico to the center of Yavapai County, is the home of eight out of 10 Arizonans. In the next several decades, two out of three Americans will live in a megapolitan accounting for 60% of the population on only 10% of U.S. land.

Megapolitan offers a bold new picture of Arizona’s geography and its future opportunities and “megaton” challenges. This report presents a scenario for 2035 based on current trends. It analyzes the Sun Corridor and provides insights into the region’s global potential, water, governance, sustainability, and “trillion dollar questions.” It discusses the “tragedy of the sunshine” and asks the indispensable question: In 2035, do you want to live in the Sun Corridor?

St. Luke's Health Initiatives and the Flinn Foundation strive to make Arizona a better place to live for all of its residents. Despite our state's assets, Arizona has many issues to address, with health and poverty among the most important. Our organizations have been pleased to sponsor the state capacity research that provided the background and impetus for "More Promises to Keep: Sustaining Arizona's Capacity for Welfare and Health Reform." St. Luke's Health Initiatives and the Flinn Foundation view the information and analysis provided in this report as a good way to stimulate discussion of health and welfare policy options and community actions. Research and dialogue are essential steps in the process of constructive change, as is communication with the public. We urge readers to consider the ideas presented in this paper and to continue to work together to improve the health and welfare of all Arizonans.

The bigger challenge is to grasp—and then develop strategies to take advantage of—how public policies in the new economy can most positively affect people and places. After decades of charitable generosity in the Valley of the Sun, the 1990s have brought new challenges which require a re-assessment of priorities. Facing continued and rapid population growth, and continuing efforts to reform and restrain public spending on many levels, Valley of the Sun United Way initiated a strategic planning process in 1996 to identify guiding principles and key issues for the future.

In late 1997, Valley of the Sun United Way, with funding support from Honeywell, Inc., asked the Morrison Institute for Public Policy to identify the most critical public issues facing the community and to determine where United Way could have the greatest impact with its investments by targeting its funding and support. To do this, the Institute conducted 49 one-on-one interviews with opinion leaders from the business, government, and non-profit sectors in the Phoenix Metro area, held one focus group with a subset of the interviewees, and reviewed a large body of published research and surveys in Arizona and the U.S.

The Phoenix, Arizona Early Head Start program is a family-centered program providing early, continuous, intensive, and comprehensive child development and family support services for low-income pregnant women and families with children ages birth to three. Analyses were conducted of program and participant data and program processes from Year 3, the second full year of implementation. The program components evaluated were: (1) child development, promoted through weekly home visits, site-based socialization activities, and weekly play groups; (2) family development services, provided by family support specialists to develop effective, supportive relationships, especially with fathers; (3) staff development, incorporating a multi-disciplinary approach reinforced by a relationship-based supervision model; and (4) community building and collaboration, including connections with Phoenix's program for young fathers and other family-focused initiatives.

Evaluation findings suggest that the program is on the right track. Among the program's successes are the launch of all planned child development activities, increased services by and access to the child development/disabilities specialists, and progress made through the male involvement component. The program continues to face challenges, including increasing staff skills in child development and parent-child relationships, helping young parents adjust to dealing with toddlers, reducing disruptive effects of staff turnover, and making the program and participants visible and vital to other family-centered community endeavors and to policy makers. Recommendations for future operations were derived from the evaluation findings. (Contains 49 references.)

The Phoenix, Arizona Early Head Start (EHS) program is for first-time teen parents and their families. The 1998-99 project year marked the fourth year of a 5-year research and demonstration grant for EHS and concluded the third full year of program implementation. This report analyzes Year Four program services and outcomes for children, families, and staff. The report also examines the program's community linkages and efforts to build community capacity to serve very young children and their families. Evaluation findings suggest that at the end of the 1998-99 project year, EHS continues to be on the right track. An array of direct services are in place to assist program families; an expanded staff training agenda on child development is helping family support specialists in their work with parents and children; and a range of community linkages and partnerships are helping to expand resources and options for families. Some areas continue to warrant attention, however. These include: helping young parents as their children become toddlers; defining and clearly articulating the rules and regulations guiding the transition of families out of the EHS program; developing ways to retain long-term staff members and better orient new employees; and conveying EHS knowledge and experience (and its relevance to public policy) to state and local decision-makers in a way that is both accessible and understandable to them.
