In 1996, ASU’s Morrison Institute for Public Policy began asking residents and leaders in Greater Phoenix, “What does quality of life mean to you, and how do you measure it?” After an 18-month process, the first volume of What Matters was published in September 1997, creating a baseline of opinion and data about “quality of life” and what it means to the people who live here. The report was quickly recognized both within the region and nationally among indicator projects for its simple, yet unique presentation of public perception (survey) data and regional statistical, or indicator, data.

Bullying and violence in K-12 schools have been in the policy spotlight in Arizona for almost a decade. However, current indicators and recent traumatic events show that a range of anti-social behaviors on school campuses remain a major threat to student well-being and learning. This briefing was distributed at panel discussion on bullying and safe school environments, focusing on such issues.

Mobility is crucial to everyday life in rural and urban settings, and for individuals with disabilities and low-income populations public transportation can be a major obstacle to keeping them socially engaged. For some individuals, public transportation is their sole way to see a doctor, get groceries and maintain employment. A 2015 survey of individuals with developmental disabilities in 28 states found that Arizona is the worst when it comes to reliable transportation. What can Arizona do to increase funding and continually improve its transportation services? This report examines some avenues to mobility.

If Arizona is to prosper into the next century, our focus needs to turn to what is essential for our future: The preservation of our groundwater and our increasingly fragile aquifers. This analysis shows that Arizona continues on a path of unsustainable groundwater use that threatens the health and welfare of our state. It is not too late for a course correction, but that will require that Arizonans face the truth and make bold choices.
