This study identifies a plan of improvements for vehicular, transit, and nonmotorized transportation and outlines the specific actions necessary to implement and sustain the plan. The recommendations for these elements are based on technical analyses of existing and future conditions as well as stakeholder and public input. The Study identifies projects that establish and improve multimodal options for Nation members. The development of these suggested projects includes consideration of evaluation criteria addressing such issues as safety and connection of multimodal transportation modes throughout the Nation and to the greater region. The Study projects will be included in the Nation’s Long-Range Transportation Plan, which provides the vision for meeting the community’s transportation needs over a 20-year planning horizon.

ADOT currently uses Micro-Blaze®, a commercially available microbial solution, as a supplement to natural degradation of vehicular petroleum spills in soils. With an emphasis on minimizing or eliminating environmental and public health hazard, ADOT is interested in determining cost-effective methods to address spills involving petroleum products from roadway vehicular accidents. This study investigated whether Micro-Blaze, Hydro Clean®, Miracle-Gro®, or water accelerated the degradation process significantly over natural processes and that it will help to determine their effectiveness in accelerating the remediation of petroleum products (diesel No. 2 and unleaded gasoline) on predominant Arizona soil types from roadway vehicular accidents.

This paper is a compilation of the most recent research on MDMA (Ecstasy), an explanation of other Club Drug use, and a description of the RAVE scene in Arizona. The paper highlights federal, state, and local legislation currently being employed to combat the rapid growth in the use of these drugs. The research was limited by the availability of current information on MDMA and Club Drug use in Arizona. Generally, statistics illustrating drug use in Arizona have not recorded MDMA and Club Drug use as a separate category. This has led to an incomplete and inaccurate assessment of MDMA and Club Drug use in the state. During this research several issues became dominant. Information about the effects of MDMA and Club Drugs is conflicting and public education will need to be increased and improved in Arizona, especially utilizing the Internet. Arizona will need to continue to update the current techniques used in tracking MDMA and Club Drug use and new laws may be required to assist in combating the escalating use of MDMA and Club Drugs in Arizona.

This study involved the review of 417 ADEQ LUST site files and compilation of relevant data from 323 of these sites into an electronic database. It also involved the collection and analysis of over 700 supplemental groundwater samples, the assessment of aquifer flow properties from 32 wells at 11 sites, and more detailed characterization at six LUST sites representative of a range of conditions at AZ LUST facilities. In addition, over 300 groundwater level measurements were performed and 175 monitoring wells were re-surveyed in order to assess errors in standard practice and their impact on groundwater flow direction determination. An empirical analysis of groundwater impacts at AZ LUST sites was conducted using these data sets, with emphasis on identifying relationships between site conditions (e.g., geology, depth-to-groundwater, etc.) and groundwater impacts. Finally, a combined theoretical-spatial (GIS) analysis was performed to identify LUST scenarios posing the greatest threats to use of groundwater resources.

In 2002, the Arizona Legislature contracted with the National Conference of State Legislature’s National Center on Education Finance to identify the total and incremental costs associated with educating English Language Learners (ELLs) in Arizona. As they pertain to a school district’s ELL programs, incremental costs are those that provide ELL programs and that are in addition to the regular costs of conducting programs for English-proficient students. Incremental costs to educate ELL students do not include costs that replace the same types of services provided to English-proficient students.
