The Registrar of Contractors licenses and regulates residential and commercial contractors. The ROC can improve the regulation of contractors and better protect the public by adequately addressing construction complaints and disciplining contractors when warranted. The ROC should promote earlier resolution of construction complaints by monitoring complaints as they move through its complaint-handling process and by adding time frames to this process, and it should ensure that discipline is imposed in a timely manner. Also, regardless of whether the ROC replaces its current data system, the ROC should take key actions to enable its data system to perform agency functions efficiently and effectively. This report also provides information about the Residential Contractors’ Recovery Fund.

The Arizona Department of Financial Institutions partners with federal examiners to examine financial institutions, such as banks and credit unions, and has primary responsibility for examining financial enterprises, such as collection agencies and mortgage brokers. These examinations are designed to protect consumers and ensure sound business operations. Although the Department has established policies and procedures for effectively examining financial institutions, as of April 2013, the Department had a backlog of 197 statutorily required financial enterprise examinations. In order to address the backlog, the Department should spend less time examining enterprises that comply with the law and spend more time examining noncompliant or high-risk enterprises. The Department should also improve its complaint handling by enhancing its policies and procedures and establishing complaint processing time frames. In addition, the Department should ensure that the fees it charges match its costs.

Arizona’s Ports of Entry are part of an integrated commercial motor vehicle enforcement activity that is administered by the Arizona Department of Transportation Enforcement and Compliance Division. These domestic POEs currently consist of 22 fixed sites in 14 locations that are operated by personnel who manage and perform inspections, provide permits, and perform other related duties. Their function is both to provide services to and enforce state and federal laws for interstate commercial vehicles entering and leaving the State of Arizona. [Note that this study does not consider POEs serving the border with Mexico, nor enforcement needs of intrastate commercial vehicle throughout the State of Arizona.] This report is the culmination of previous working papers and contains information related to the current and future port conditions, as well as deficiencies and a set of recommendations for ADOT’s POE operations over the next 20 years.

This report summarizes the results of a peer review supported by the Travel Model Improvement Program, which is sponsored by FHWA. The peer review of a travel model can serve multiple purposes, including identification of model deficiencies, recommendations for model enhancements, and guidance on model applications. Given the increasing complexities of travel demand forecasting practice and the growing demands by decision-makers for information about policy alternatives, it is essential that travel forecasting practitioners have the opportunity to share experiences and insights. The TMIP supported peer review provides a forum for this knowledge exchange.

This study identifies a plan of improvements for vehicular, transit, and nonmotorized transportation and outlines the specific actions necessary to implement and sustain the plan. The recommendations for these elements are based on technical analyses of existing and future conditions as well as stakeholder and public input. The Study identifies projects that establish and improve multimodal options for Nation members. The development of these suggested projects includes consideration of evaluation criteria addressing such issues as safety and connection of multimodal transportation modes throughout the Nation and to the greater region. The Study projects will be included in the Nation’s Long-Range Transportation Plan, which provides the vision for meeting the community’s transportation needs over a 20-year planning horizon.
