This new, updated, and expanded Public Service Orientation Guidebook is developed to give public officers an overview of Arizona’s laws concerning ethical standards. Although the Attorney General’s Office offers this Guidebook and a training program to assist you, the Office also is responsible to investigate and prosecute violations of public service laws. Accordingly, it is important that public officers understand that they are each responsible for complying with the law.

Hundreds of Arizona consumers called the Attorney General’s Office to investigate whether illegal conduct was responsible for Arizona’s gasoline prices jumping 48 cents in the days following Hurricane Katrina. On September 9, 2005, Attorney General Terry Goddard launched civil antitrust and consumer fraud investigations into the causes of Arizona’s high gasoline prices. The Antitrust Unit issued 45 Civil Investigative Demands to a cross-section of Arizona’s gasoline wholesalers, distributors, retailers and related parties. The CIDs requested information and data regarding supply, demand, sales, prices and industry communications from August 1, 2005 through September 9, 2005. ATU thoroughly examined all of the information provided by the CID recipients, conducted interviews and performed independent market research to determine whether Arizona’s abnormally high prices were the result of collusion or other anti-competitive or fraudulent practices prohibited by law. The investigation did not uncover any illegal conduct.

The Arizona Criminal Justice Commission conducts a statewide survey that is designed to measure the prevalence and frequency of substance abuse by youth, as well as their attitudes toward substance abuse. The Commission’s Statistical Analysis Center conducts a biennial Arizona Youth Survey. This survey is administered to a statewide sample of 8th, 10th, and 12th grade students attending public and charter middle and high schools throughout Arizona. This report provides a comprehensive statewide perspective on the data obtained through this significant statewide survey effort. Participating school and district officials also received school and district-specific data in the form of individualized reports to aid in local planning strategies and program development.

This report summarizes findings from the Arizona Youth Survey administered to 8th, 10th, and 12th grade students during Spring 2010. The survey was designed to assess school safety, adolescent substance use, antisocial behavior, youth gambling, and the risk and protective factors that predict these adolescent problem behaviors. All schools in Arizona are eligible to participate in the survey, and recruitment efforts were successful in obtaining participation by schools in all of Arizona's 15 counties.

The Arizona Criminal Justice Commission is a statutorily authorized entity mandated to carry out various coordinating, monitoring and reporting functions regarding the administration and management of criminal justice programs in Arizona. The ACJC was created in 1982 to serve as a resource and service organization for Arizona's 480 criminal justice agencies on a myriad of issues ranging from drugs, gangs, victim compensation and assistance to criminal record improvement initiatives. The ACJC works on behalf of the criminal justice agencies in Arizona to facilitate information and data exchange among statewide agencies by establishing and maintaining criminal justice information archives, monitoring new and continuing legislation relating to criminal justice issues, gathering information, and researching existing criminal justice programs.

Annual report on the Edward Byrne Memorial State and Local Law Enforcement Assistance Formula Grant Program activities. Many valuable and productive drug, gang and violent crime prevention activities are funded and conducted throughout Arizona by local towns, cities, counties and the State, operating as coordinated, partnership efforts with projects supported by Formula Drug Grant program funds. The "2003 White Paper" attempts to present a comprehensive statewide report on the occurrence of crime in Arizona, as well as the associated workload of the criminal justice system. One of the most comprehensive resources since the publication of the "1995 White Paper" was the "2002 Crime Trends in Arizona" report. The "2003 White Paper" builds upon the "Crime Trends" report and gives the reader the comprehensive comparison to the changes that have taken place in the criminal justice system since the "1995 White Paper." It is the intent of this study to provide information in a factual and objective manner allowing easy access and individual interpretation.
