This document provides information on the types of activities supported and the categories or characteristics of individuals served under the provisions of the Omnibus Budget Reconciliation Act of 1981, Public Law 97-35, Subtitle C - Block Grants for Social Services, which amends Title XX of the Social Security Act. The Arizona Department of Economic Security under the statutory provisions of the law administers the Arizona Social Services Block Grant Plan. The program period covered corresponds to the State Fiscal Year, which begins on July 1, and ends June 30. State Fiscal Year overlaps portions of previous Federal Fiscal Year, which runs from October 1 through September 30.

Although there are several adoption agencies in Arizona, the Department of Economic Security is the largest. Almost without exception, the children placed by DES have special needs; that is, they may be older or have physical or emotional handicaps. The information presented here is based on DES’ statewide adoption program. This pamphlet has been prepared to answer some of the most frequently asked questions about adoption.

Arizona physicians with expertise in prenatal substance abuse, Child Protective Services, Arizona Department of Health Services, Indian Health Services, and hospital social services have come together to develop a consistent approach to identifying substance-exposed newborns. Based on extensive medical literature review, review of other state guidelines, and input from Arizona hospital newborn programs, this committee drafted these guidelines.

Case management is a coordinated process of obtaining essential resources on behalf of clients. Principal components are assessment of needs and strengths, followed by planning, implementing, and monitoring resources to provide appropriate and continuous services. Case management is characterized by advocacy, communication, and resource management. It promotes quality and cost-effective interventions and outcomes

This bond funded program differs significantly from other County capital improvement projects which typically include detailed information specific to each project when the bond proposals were developed. It utilizes its designated bond funding for specific community based projects via an open and continuous application process and under the oversight of advisory bodies appointed by the Pima County Board of Supervisors.

The purpose of this report is to measure Pima County’s success in meeting priority needs, goals and strategies as outlined in the City of Tucson and Pima County Consortium Consolidated Plan; in addition to, use of federal HUD entitlement funding including the Community Development Block Grant and Emergency Solutions Grant. Pima County is also the recipient of HOME funds through a consortium with the City of Tucson. This document also describes the methods used to comply with federal regulations. All of this information chronicles a considerable amount of work by the Community Development and Neighborhood Conservation staff to carry out the mission of preserving and enhancing communities and improving the quality of life for lower income individuals and families in Pima County, Arizona.

The Annual Action Plans describe City and County allocations for the CDBG, HOME, ESG, and HOPWA programs during the coming year. These allocations fund activities to address goals for each of the primary Consolidated Plan areas: Affordable Housing, Homelessness, Community Development, Special Needs and Citizen Participation. The City of Tucson and Pima County have formed a Consortium to plan for these activities. The lead agency is the City of Tucson.

While the economic environment in Arizona has gradually improved, vulnerable individuals and families rely on the Department for life-saving protective services and essential economic support. The Department has made important improvements in how we deliver benefits, goods and services to vulnerable individuals and families. The Plan outlines several of these on-going improvement efforts including cost-saving process improvements, expanded community collaborations, enhanced transparency and increased accountability.
