Arizona’s vulnerable populations are struggling on a daily basis but usually do so in silence, undetected by traditional radar and rankings, often unaware themselves of their high risk for being pushed or pulled into full crisis. Ineligible for financial assistance under strict eligibility guidelines, they don’t qualify as poor because vulnerable populations are not yet in full crisis. To be clear, this report is not about the “poor,” at least not in the limited sense of the word. It is about our underemployed wage earners, our single-parent households, our deployed or returning military members, our under-educated and unskilled workforce, our debt-ridden neighbors, our uninsured friends, our family members with no savings for an emergency, much less retirement.
This follow-up to the 2001 landmark report, "Five Shoes Waiting to Drop on Arizona's Future," focuses on the projected future of the state if Arizona fails to address its Latino educational attainment gap. The publication is more of an economic impact statement than an education report, with indicators pointing out consequences and contributions, depending on action or inaction in closing the gap of Arizona's future workforce.
The state's decreasing funding in tourism is brought into question as research and data note that the investment more than pays for itself, but also can help fund schools, health care, road projects, law enforcement and other state programs.
As cities seek ways to address emerging urban problems, a growing ractice is to combine the efforts of citizens, local government, and community organizations to revitalize and build strong neighborhoods. The Neighborhood Fight Back Program, administered through the City of Phoenix Neighborhood Services Department (NSD), is viewed as one such practice. The Fight Back program offers designated neighborhoods “specialized support over a limited period of time to assist with resident driven neighborhood improvement efforts. These efforts generally focus on revitalization, sustainability, crime and blight reduction, resident participation, neighborhood leadership, development and community building.” At the request of NSD, an external evaluation of the Fight Back program was conducted by the Morrison Institute for Public Policy, School of Public Affairs, Arizona State University. The evaluation involved more than 100 interviews with residents and city staff and an extensive review and analysis of program documentation.
In 1988 and 1995, statewide surveys provided "snapshots" of the status of K-12 arts education in Arizona. These milestone studies showed a continuum of programs and a variety of strengths and challenges across the state. In the years since -- even as landmark education and arts policies were adopted and arts organizations became important sources of enrichment and learning -- Arizona’s educators and arts professionals have had to rely on local anecdotes, personal experience, and partial reports to gauge the status and impact of school- and community-based arts education. To answer today’s questions about arts education in schools and communities, the Arizona Arts Education Research Institute and Maricopa Partnership for Arts and Culture, instead of another snapshot, chose to determine the feasibility of mechanisms to track formal and informal -- or school- and community-based -- arts education over the long term. Morrison Institute for Public Policy (School of Public Affairs, College of Public Programs) designed the Beyond Snapshots study to gather input from a selection of state arts education experts, teachers, and representatives from schools, districts, and arts and culture organizations.

This new era demands new vision, new ideas, and new ways of thinking, even as past strengths are kept in mind.
While many potential voters care deeply about local and state issues, 45 percent of Arizona citizens of voting-age population did not vote in the last election, according to a report by Morrison Institute for Public Policy. To address this voter crisis, Arizona Clean Elections commissioned this report, the first in a series, to identify the reasons why only a little more than half of eligible voters actually are casting ballots in Arizona, as well as a first-of-its-kind knowledge bank of information on Arizona government to ensure that voters can vote in an informed manner.
Politics, elections and governance in the United States are largely viewed through the lens of a two-party power structure of Republicans and Democrats. However, a distinct but ill-defined group of voters is quietly becoming a force that no longer can be ignored. Independent voters are increasingly determining winners and losers in election contests throughout the country and the number of Americans who call themselves independents is on the rise. However surprisingly little is known about the America’s independent voters. Morrison Institute for Public Policy at Arizona State University and the Schwarzenegger Institute for State and Global Policy have teamed up with one another and Independentvoting.org to examine the independent voter phenomenon and the impact that it is having on the American political landscape. Their findings have been outlined in the briefing paper Gamechangers?: Independent Voters May Rewrite the Political Playbook.
