Arizona's recently adopted budget for fiscal year 2015-16 includes dramatic reductions in assistance to low-income families with children. On July 1, Arizona will become the first and only state to limit lifetime eligibility requirements for recipients of Temporary Assistance for Needy Families (TANF) to 12 months (federal law allows for eligibility time limits of 60 months). That means come June 30, 2016, many Arizona families no longer will receive TANF benefits even if they otherwise would be eligible under federal guidelines.

Relying on the expertise from throughout the College of Public Programs, this report analyzes 12 critically important topics, including children and families, poverty, substance abuse, and Latinos.

Afterschool youth-development programs (AYDs) have grown significantly during the past 15 years in Arizona and nationally. Many providers have moved beyond simply providing a safe haven to actively promoting young people’s development. However, there is still tremendous opportunity for growth. There is also a continuing need to enhance coordination and collaboration among programs in order to extend their resources and heighten their impact.

Morrison Institute worked with AzCASE and VSUW to construct a 55-question survey using Qualtrics on-line software. While the term “afterschool” was used, the survey was designed to measure all types of out-of-school programs, regardless of whether they operate before or after school, on weekends, or during school and summer breaks. Approximately 1,800 questionnaires were distributed to individual program sites in Maricopa and Pima counties via a list provided by AzCASE. Though the survey did not utilize a random sample, its 38 percent response rate (681 returns) suggests that its findings can help educators, youth-development professionals, policymakers and the business community understand the scope, characteristics and needs of afterschool services in Arizona’s two largest population centers.

After decades of charitable generosity in the Valley of the Sun, the 1990s have brought new challenges which require a re-assessment of priorities. Facing continued and rapid population growth, and continuing efforts to reform and restrain public spending on many levels, Valley of the Sun United Way initiated a strategic planning process in 1996 to identify guiding principles and key issues for the future.

In late 1997, Valley of the Sun United Way, with funding support from Honeywell, Inc., asked the Morrison Institute for Public Policy to identify the most critical public issues facing the community and to determine where United Way could have the greatest impact with its investments by targeting its funding and support. To do this, the Institute conducted 49 one-on-one interviews with opinion leaders from the business, government, and non-profit sectors in the Phoenix Metro area, held one focus group with a subset of the interviewees, and reviewed a large body of published research and surveys in Arizona and the U.S.

In September 2014 ASU’s Morrison Institute for Public Policy conducted the state’s first Citizens Initiative Review (CIR). MI invited 20 participants to deliberate for 3½ days over a pension reform measure on the city ballot to develop a factually vetted, one-page Citizens’ Statement with the pros and cons of the initiative. The goal of the CIR is to help other voters make a more informed decision on specific initiatives before going to the ballot box. This report, funded by the Kettering Foundation, analyzes CIR participant interviews conducted six weeks and six months later to show how values, beliefs, and behaviors towards democratic habits, public action, and community engagement may have been changed through their involvement, if at all. The report concludes with lessons learned and the contributions of the CIR to creating a more democratic Arizona.

Politics, elections and governance in the United States are largely viewed through the lens of a two-party power structure of Republicans and Democrats. However, a distinct but ill-defined group of voters is quietly becoming a force that no longer can be ignored. Independent voters are increasingly determining winners and losers in election contests throughout the country and the number of Americans who call themselves independents is on the rise. However surprisingly little is known about the America’s independent voters. Morrison Institute for Public Policy at Arizona State University and the Schwarzenegger Institute for State and Global Policy have teamed up with one another and Independentvoting.org to examine the independent voter phenomenon and the impact that it is having on the American political landscape. Their findings have been outlined in the briefing paper Gamechangers?: Independent Voters May Rewrite the Political Playbook.

This is the fourth in a series of briefs in which Morrison Institute for Public Policy will report on selected aspects of Arizona’s child welfare system. Morrison Institute’s first white paper discussed the less visible but more common side of child maltreatment: neglect. The second white paper examined family conditions that can influence a family’s subtle “drift” towards unsafe situations that often correlate with neglect, as well as how different types of prevention might help interrupt the “drift into failure.” The third paper analyzed Arizona Department of Child Safety data to identify the prevalence of various types of neglect in Arizona reports. This paper highlights some key conclusions from the neglect analysis and identifies future areas for study and analysis as part of the Spotlight on Arizona’s Kids project. Future papers will research, analyze and discuss prevention services in Arizona and elsewhere, with an emphasis on best practices. These collective efforts are intended to help state leaders, child advocates and others discuss and identify the most-effective child abuse and neglect prevention strategies. Spotlight on Arizona’s Kids is funded by the Arizona Community Foundation
