On May 20, 1912, an act of the First Legislature created the three-member State Land Commission to serve as the temporary Land Department of the State. They were charged with assessing, evaluating, and making recommendations about the land granted by Congress to the State for the Common Schools and other institutions. The Commission was to report back to the Legislature with its findings and conclusions by the end of the second Legislative session. The Commission concluded that Arizona should not sell its Trust land out-right, as other states had done. Instead, it should put the lands to their "highest and best use." The decision to sell or lease the land should be based upon the potential use of each parcel. The Commission recommended the creation of a permanent State Land Department "... in order that the multitudinous detail attached to the State’s varied land interests may have constant attention and to prevent irretrievable loss."

Some producers focusing on the Phoenix metropolitan area have searched for ways to avoid purchasing these minerals, thus avoiding payments to the BLM. The same thing is happening in ranching and as we look at the way range management has changed in the last 30 years, it is really dramatic in what the goals and objectives are of those people that are on the land is to stay on the land.

This parcel, which is located just south of the Superstition Mountains

The purpose of this paper is to provide background information on trends and possible future changes in urban structure and lifestyles important for planning the development of a parcel of Arizona state trust land known as Superstition Vistas (SV). This parcel, which is located just south of the Superstition Mountains in Pinal County, has an area of 275 square miles—enough land to provide housing for 900,000 new Phoenix metro-area residents at current population densities.

The aspects of future urban living discussed in this paper are those important for land-use planning—density, neighborhood design, transportation demand, etc. Very little attention will be given to the interior of homes. Also, since the SV parcel is currently undeveloped, emphasis will be placed on changes in urban structure that can be accomplished in greenfield developments rather than the in-fill of urban cores.
