Conservation of the Tortolita Alluvial Fan landscape has been promoted by Pima County and Town of Marana over the past two decades. An interdepartmental team was formed to evaluate flood and debris flow hazards and the potential to create an expanded Tortolita Fan Preserve. This report provides an overview of the alluvial fan characteristics and evaluates information on the significance of the biological and cultural resources to determine of the area meets the criteria to create a federal preserve.
Most of the owls until just the last couple of years have been found in residential areas in northwest Tucson. It take a lot of cooperation on the parts of private residents to help get the work done. These are incredible little birds that fill an interesting role in the environment since they are more diurnal versus nocturnal. Our objective is to gather as much information as fast as possible to feed into the process to make this County plan based on the best available science that we have.
The historical range of the ferruginous pygmy-owl included areas of southern Arizona, southern Texas extending south along both coasts in Mexico, through Central America into the southernmost population in Argentina. However, over the past 150 years urban and agricultural expansion within the United States has reduced its population to a few isolated pockets of uncertain stability.
The Arizona population of the cactus ferruginous pygmy-owl was listed as an endangered species under the Endangered Species Act in 1997. Historical records and recent surveys definitely show a decline of species. There is a wealth of historical information out there and it still trickles in every day.
This study from the citizens of the Arivaca community proposes to establish an Arivaca Resource Management Zone, where a atwo level management plan integrates the otherwise fragmented land use and water policies of the various regulatory agencies. The Arivaca watershed contains one of the last remaining cienegas and perennial streams in southern Arizona. These unusual water features exist because the area is still in a state of balance, where annual water consumption is less than the natural recharge replenishing the aquifer during years of average precipitation.
Builds upon the "Biological Stress Assessment" through the identification of threats and stressors to watercourses within Pima County. It provides background on technical and water policy matters, describes potential and existing impacts to watercourses within Pima County, suggests options for reducing stressors, and outlines a number of issues for discussion withing each watershed planning unit.
Identifies key potential threats and stressors to vulnerable species in Pima County, and to the biological and hydrological resources that support these species. Emphasis has been placed on identifying the specific components of past, existing, and proposed land and water uses that pose the greatest potential threats over the next 30 years to focal species and special habitats, plant associations, and communities.

This report includes detailed investigations into the historic conditions of the watershed, current rangeland conditions of biotic communities, and the environmental impact of a potential floodplain project.

Pima County contracted with Arizona Game and Fish Department to conduct telemetry analysis and gather information that would lead to effective conservation and recovery initiatives for the cactus ferruginous pygmy-owl. During 1997, banded birds were monitored. Beginning in 1998 and during 1999, pygmy-owls were radio-marked with backpack transmitters and followed on foot or by vehicle.
