Without action by Pima County, Rosemont Ranch would probably either be mined or become a residential subdivision over the next several decades. A ranch conservation scenario offers the best outcome for preventing fragmentation of the landscape and conserving the natural and cultural heritage of the area.
This is a non-time opportunity for Pima County to preserve the Bar V Ranch property that has countless benefits. From landscape connectivity for wildlife, to a significant water source for Cienega Creek and the Tucson Basin, to important riparian habitat crucial for the survival of several vulnerable species.
During the planning process for the SDCP, concerns were raised regarding loss of property tax revenue as well as adverse tax base impacts of Pima County purchasing parcels for open space. This report assesses impacts in two ways. First, the net assessed values of the open space parcels before purchase are compared to the sum of the net assessed values of all parcels in Pima County and in each applicable school district. Second, the property taxes assessed by Pima County and applicable school districts on each open space parcel before purchase is compared to the sum of the property taxes assessed on all parcels within Pima County and applicable school districts.
Provides an overview of the issues related to monitoring the 36 species proposed for coverage under the forthcoming Section 10 permit to the United States Fish and Wildlife Service. By integrating the requirements for MSCP compliance and effectiveness monitoring with the challenges inherent in single-species monitoring, this document seeks a balance between species-specific monitoring and other habitat, ecosystem and threats-based measures (parameters). By designing such a program, Pima County will be in a better position to anticipate and adjust management actions for the conservation of covered species and the ecosystems that support them.
One goal of the SDCP was to obtain a permit from the U.S. Fish and Wildlife Service under Section 10 of the Endangered Species Act to enable incidental take of species protected by the ESA in the course of development in Pima County. This report provides the county with the framework to go forward and further its analysis of the final funding costs for a Section 10 Permit.
Over the past decade, a number of high-profile, regional-scale habitat conservation plans have been developed by local governments to address the conflict between the Endangered Species Act and land use planning issues. Three of these planning efforts are compared based on Pima County's specific experience.
On August 15, 1988 the Board of Supervisors appointed an eleven-member citizens' committee to develop policies designed to guide future growth and development in the Fort Valley area. The committee selected the issues of concern which included water, fire protection, solid waste disposal, utilities, environmental quality, roads, and land use. The study area decided upon was that depicted on the Department of Community Development's Fort Valley Zoning Map. This includes all lands outside of the incorporated City Limits of Flagstaff on both sides of Fort Valley Road/Highway 180 out to and including the Fort Valley and Baderville areas. The Committee decided to exclude Hart Prairie and Kendrick Park. Throughout the process, the Committee thought of the study area as being in tow distinct parts. South Fort Valley included the Lockett property, Colton Ranch area, Mount Elden Lookout Road, Schultz Pass Road, the Magdalena/Van Sickle area, Forest Hills and Hidden Hollow. North Fort Valley included Fort Valley Ranch, both sides of Highway 180 in the main valley, and Baderville.
The principal purpose of the Gila County Transportation Study is to identify the most critical transportation infrastructure needs within Gila County and recommend a program of improvement projects to address these needs. Transportation needs were grouped into the following elements: roadway, safety, pavement management, bicycle and pedestrian facilities, and transportation finance.
The purpose of this study is to build an econometric and demographic model of the Sun Corridor to forecast long-term economic and demographic conditions in the “megapolitan” region. To this end, the study examines the long-term economic and demographic forces that could affect economic development in the 3-county Sun Corridor megapolitan area that includes Maricopa, Pinal and Pima Counties. This information is used to develop a set of realistic economic/demographic scenarios to drive the forecasting model.
