Arizona is one of the states in which the high-wage end of the employment distribution provides a more favorable impression of its job quality than that based on all employment. Thus, Arizona’s subpar job quality is not due to a scarcity of high-wage jobs, but instead results from lesser job quality in the remainder of the employment distribution. In particular, Arizona has an above-average share of very low-paying jobs that serve tourists and seasonal residents. In turn, the low overall average wage in Arizona — 7 percent less than the U.S. average — primarily results from factors other than job quality. The average wage in Arizona is less than the U.S. average in the vast majority of industries and occupations, both high- and low-paying.

Education decisions are among the most important choices people ever make. So we were surprised and disappointed to see an article so loosely reasoned and reckless in its conclusions as “Five Reasons to Skip College” published in Blank Slate at Forbes.com on April 18, 2006. The article never provides a numerical assessment of the costs and benefits of going to college, uses statistics inappropriately and in a way that biases the conclusions against college, contains conceptual errors on how to evaluate the return on a college education, and greatly exaggerates the only substantive criticism of typical evaluations of the financial worth of a college degree.

This report provides the findings and recommendations of an independent evaluation of the methodologies employed by the Arizona Department of Corrections in the preparation and application of its Operating Per Capita Cost Report and Private Prison Cost Model. The purpose of the Cost Report is to provide the average daily operating cost incurred by ADC during a fiscal year to incarcerate an inmate. Information has also been utilized to compare state versus private prison costs. This report and the evaluation upon which it is based were conducted and prepared at the Department's request by MAXIMUS, Inc.

The purpose of the Verde Valley Multimodal Transportation Study is to develop a long-range regional transportation plan to guide the implementation of transportation improvements on the roads of regional significance in the Verde Valley, including I-17, State Routes, and roads on the County Regional Road System. This Study is an update of the 1999 Verde Valley Transportation Study Update.

This circulation study has developed transportation improvements for all transportation modes including automobile, transit, bicycle, pedestrian, and equestrian transportation. Although bicycle and equestrian travel is not common on the East Reservation, projects were developed to encourage future use of these modes of travel. The plan recommends transportation improvements for 5, 10, and 20 year planning horizons

This study identifies a plan of improvements for vehicular, transit, and nonmotorized transportation and outlines the specific actions necessary to implement and sustain the plan. The recommendations for these elements are based on technical analyses of existing and future conditions as well as stakeholder and public input. The Study identifies projects that establish and improve multimodal options for Nation members. The development of these suggested projects includes consideration of evaluation criteria addressing such issues as safety and connection of multimodal transportation modes throughout the Nation and to the greater region. The Study projects will be included in the Nation’s Long-Range Transportation Plan, which provides the vision for meeting the community’s transportation needs over a 20-year planning horizon.
