The study will result in a Major Streets and Routes Plan that will serve as a guide to the development of the Town’s roadway network that will be constructed to meet anticipated development in the Town.

This Final Report provides an overview of both the study effort and the work products developed throughout the planning process, which forms the basis for the final plan recommendations. The planning process analyzed the existing transportation system, land use and socioeconomic conditions within the study area; conducted in-depth local stakeholder interviews; developed future growth projections; provided opportunities for public input; and included an evaluation of alternative future solutions.

During Phase 1 of the proposed project, PCDOT will lead the preliminary roadway design for the entire corridor and will design and construct the roadway improvements from Magee Road to Lambert Lane. During Phase 2, the Town of Oro Valley will complete the design and construct the roadway improvements from Lambert Lane to Tangerine Road.

* Confirm the need for the East Valley and the North-South corridors;
* Define planning-level corridor definition alternatives;
* Perform a technical

In September 2004, ADOT awarded a contract for the Pinal County Corridors Definition Study to Kimley-Horn and Associates. The scope of the Pinal County Corridors Definition Study included the following activities:
* Confirm the need for the East Valley and the North-South corridors;
* Define planning-level corridor definition alternatives;
* Perform a technical assessment of engineering, environmental, and land use compatibility constraints opportunities for the planning-level corridor definition alternatives;
* Identify to the extent possible, feasible and preferred planning-level corridor definitions on the basis of the technical evaluation;
* Document planning-level costs of corridor development (including studies, design, construction, and right-of-way costs) for the preferred corridor definitions.

The Pinal County Corridors Definition Study resulted in sufficient detail to provide a basis for the future establishment of geometric roadway alignments and corridor design concepts, the preservation of right-of-way, and the identification of required environmental clearance studies.

The HELP program is meant to be a funding tool to accelerate needed highway projects throughout the state. Board Funding Obligations are an important part of the HELP capitalization and the current stress on the State's General Fund has impacted our ability to use BFOs as a funding source for new loans. Though $140 million of BFOs are authorized by statute to capitalize the HELP, the State Treasurer was required to call all outstanding BFOs in April 2009. Consequently, the State Transportation Board and the Department have suspended the HELP program given the uncertainty of a long term funding source.
