In addition to the core AARIN instrument, a supplemental set of question was asked of the arrestees. This Market and Use Addendum consisted of a series of questions related to the arrestees’ acquisition of drugs and specific drug market behaviors.

The Phoenix metropolitan area’s “favored quarter” for employment in 1995 – the metro area’s highest employment densities outside the primary core – extended from Chaparral Road in Scottsdale to Baseline Road in Tempe. Downtown and South Scottsdale’s success can be traced to being adjacent to the favored residential quarter that extends from the area around the Phoenix Mountains through north Scottsdale. In the 1990s, the favored employment quarter has been extending north in Scottsdale through the favored residential quarter. The presence of Arizona State University, proximity to Sky Harbor Airport, and access to the region’s first two freeways contributed to the portion of Tempe north of Baseline Road becoming the largest employment center outside of the primary core in Phoenix. Employment also was above average south of Baseline Road, extending into the secondary favored residential quarter of South Tempe and Ahwatukee – Foothills. Considering residential and economic factors, the Phoenix metro area’s favored quarter stretches from north of Squaw Peak in northeast Phoenix through Paradise Valley, Scottsdale, and Tempe to south of South Mountain in southeast Phoenix.

Artist Wayne Rainey’s Shade magazine is a good sign for the Maricopa region. The bi-monthly publication covers contemporary art and culture, supports downtown redevelopment efforts, and works with many institutions to encourage the arts. However, as promising as Shade and other inventive ventures are, the fact remains that the Maricopa metropolitan region is just waking up to the need to recognize and support arts and culture as a critical contributor to a knowledge economy.

At one time, arts and culture have intrinsic value, economic value, and value as tools to further an all-important “sense of place” as well as to aid in such areas as workforce development, education, and community revitalization. As a result, arts and culture both enrich residents’ lives and give places meaning, identity, and economic opportunity.

This report provides statistics and information that give a sense of local arts and culture resources and challenges in the areas of 1) performing, literary, and visual arts; 2) history and preservation; 3) science and nature; 4) landmarks and events.
