To help commemorate Arizona’s centennial on February 14, 2012, a centennial project was begun to inventory and promote the protection of historic cemeteries throughout the state. Historic cemeteries were chosen as the focus of a centennial project because they are important irreplaceable resources many of which are in danger of being lost through neglect, natural erosion, and vandalism. As the Arizona Centennial approached, it seemed appropriate that an organized statewide effort be undertaken to locate, inventory and provide guidance for the conservation and maintenance of these significant properties.

Alameda-Stone Cemetery, commonly called the National cemetery, was used as Tucson's first cemetery from about 1860 to 1875. It was the direct successor of the cemetery inside the Tucson Presidio. Alameda-Stone Cemetery, commonly called the National cemetery, was used as Tucson's first cemetery from about 1860 to 1875. It was the direct successor of the cemetery inside the Tucson Presidio. The City of Tucson closed the cemetery in 1875 in anticipation of the coming of the railroad and the sale of the cemetery land for residential and commercial uses. In 1881, the city directed that all burials be removed from the National Cemetery and re-interred at the Court Street Cemetery. However, many burials were not removed before the land was subdivided and developed. These volumes document the archaeological investigation of the area from 2006-2008 before construction of a new court building.

Arizona’s vulnerable populations are struggling on a daily basis but usually do so in silence, undetected by traditional radar and rankings, often unaware themselves of their high risk for being pushed or pulled into full crisis. Ineligible for financial assistance under strict eligibility guidelines, they don’t qualify as poor because vulnerable populations are not yet in full crisis. To be clear, this report is not about the “poor,” at least not in the limited sense of the word. It is about our underemployed wage earners, our single-parent households, our deployed or returning military members, our under-educated and unskilled workforce, our debt-ridden neighbors, our uninsured friends, our family members with no savings for an emergency, much less retirement.

All Arizona schools will use this document to assess their overall performance. The document serves three primary functions: 1) as a blueprint to communicate the high expectations of the Arizona Superintendent of Public Instruction for all Arizona schools; 2) as a self-assessment tool to be used by the educational community at the local level; and 3) as an external assessment tool to be used by ADE School Improvement Teams. This document may also be used in other appropriate external assessment activities. The document is not to be used for staff evaluation. Instead, the focus is placed on assessing the effectiveness of the school for the purpose of sustained improvement.
