Pima County's Cienega Creek Natural Preserve surface water and groundwater monitoring project. This report summaries PAG's groundwater and surface water monitoring between July and June each fiscal/ monitoring year. The report contains monitoring methodology, comprehensive maps, and graphs of trends for surface flow volume, wet-dry flow lengths, groundwater levels and water chemistry. It also contains information on drought, erosion and repeat photography.

The Division of Children, Youth and Families is the state administered child welfare services agency responsible for developing the Child and Family Services Plan and administering the title IV-B programs under the plan. The Division provides child protective services; services within the Promoting Safe and Stable Families program; family support, preservation, and reunification services; family foster care and kinship care services; services to promote the safety, permanence, and well-being of children with foster and adoptive families; adoption promotion and support services; and health care services for children in out-of-home care.

The best setting for abused or neglected children who are removed from their homes is a family-based setting, such as with a relative or in licensed foster care. Because it is not family-based, congregate care, such as emergency shelters, group homes, and residential treatment centers, is the least preferred placement option. However, the number of Arizona children and the length of time they are in congregate care has increased and as a result, the costs for this placement type nearly doubled between fiscal years 2009 and 2013. Contributing to the increase in congregate care use is an inadequate supply of foster care homes; various state practices, including some related to permanency goals and activities; and inadequate access to behavioral health services. Although the Arizona Department of Child Safety has taken some steps to reduce the use of congregate care, it should consider other states’ experiences to identify multiple strategies for reducing its use.

The purpose of this report is to present the data gathered to date in the Santa Cruz AMA in support of the management goal and groundwater modeling effort. This report presents groundwater and surface water monitoring data, USGS stream gaging data, effluent data, gravity studies, historical water use and water quality data for three distinctive stream reaches of the Santa Cruz River.

This report addresses (1) expenditures for the recruitment, retention, training, licensing, and tracking of homes maintained by foster parents; (2) an assessment of whether the Department’s contract process of home recruitment, study, and supervision is the most appropriate means to provide these services; and (3) best performance measures to evaluate the effectiveness of these services. Although contracting appears to be an appropriate method for obtaining foster home recruitment-related services, the Department should improve how it contracts for these services.

This document and the Geographic Information System file that is now a part of the County library of over 1000 coverages, gives the scientific community access to mapping that better differentiates perennial, ephemeral and intermittent watercourses, and provides more comprehensive coverage of shallow groundwater sources. This data is significant because riparian habitat is one of the most important and least protected of the habitat types in Pima County.

The purpose of this project was to compile information on groundwater withdrawals and surface water diversions near perennial streams, intermittent streams, and shallow groundwater areas previously identified by PAG for the SDCP. The information could be used to prioritize future investigations of potential impacts of these withdrawals and diversions on riparian and aquatic habitats for the SDCP.

This report summarizes published reports and public datasets pertaining to the subsurface hydrology of Sopori Basin. It includes descriptions of the hydrogeology of the basin, recharge, the number and type of wells, well installation frequency, changes in water levels through time, shallow groundwater areas, groundwater pumping, grandfathered irrigation rights and water quality. Data sources and limitations also are discussed. This report is intended to provide a broad understanding of the groundwater conditions in Sopori Basin based on existing information.

Pima Association of Governments updated a portion of the Water Usage Along Selected Streams in Pima County, Arizona, which PAG created in 2000. The updated report and datasets show current potential water usage in these critical areas. Deliverables include the shapefiles, spreadsheets and maps that accompany this memorandum. The purpose of this report is to provide updated information about the location and pumping history of wells located in Pima County near shallow groundwater areas, generally located near drainages.
