Describes a comprehensive regional policy direction to achieve meaningful riparian restoration necessary for endangered species compliance and the basic relation of water policy to conservation planning.
A restoration effort of the San Pedro River to restore sacaton grassland, riparian trees and mesquite to about half the 50 acres of fallow agricultural fields at the Bingham Cienega. The overriding goals were to (1) establish a diversity of riparian habitats in the fields which in turn will support a greater number of invertebrate, reptile, mammal and bird species; and (2) develop practical techniques for promoting establishment of native plants that require little or no irrigation.
Invasions by non-native species cause serious problems in many parts of Pima County. It will benefit from adopting policies and increasing coordination with government and non-profit groups to deal effectively with invasive species.
Brings together and updates prior anlayses of the riparian restoration element of the SDCP to include not only the considerations of the Endangered Species Act, but also the Clean Water Act. The report defines the scope of environmental and legal issues, and describes a method for further integrating efforts to address environmental and regulatory issues.
On the County's behalf, the Arizona Open Land Trust has entered into two purchase agreements for the Buckelew Farms property. Under this conservation acquisition proposal, farming would continue in the areas currently farmed, grazing would continue on a seasonal basis, and the popular annual pumpkin festival would continue. However, the County and the Buckelew's would work together to enhance opportunities for wildlife habitat on the farm and grazing lands.
The purpose of this study is to provide the U.S. Fish & Wildlife Service with an analysis that identifies anticipated impacts to each of the covered species and asks the question: How effectively will the County's mitigation lands include the specific habitats of covered species under the Multi-Species Conservation Plan?
This report examines how effectively Pima County’s natural open-space acquisitions have addressed priorities for conserving species’ habitats and landscape features identified in the Sonoran Desert Conservation Plan. The scope of this study is beyond the County's Multi-Species Conservation Plan, which is a subset of the overall Sonoran Desert Conservation Plan.
During the planning process for the SDCP, concerns were raised regarding loss of property tax revenue as well as adverse tax base impacts of Pima County purchasing parcels for open space. This report assesses impacts in two ways. First, the net assessed values of the open space parcels before purchase are compared to the sum of the net assessed values of all parcels in Pima County and in each applicable school district. Second, the property taxes assessed by Pima County and applicable school districts on each open space parcel before purchase is compared to the sum of the property taxes assessed on all parcels within Pima County and applicable school districts.
This white paper is divided into two sectons: (1) funding sources for open space acquisition; and (2) funding mechanisms used by other communities to implement conservation plans. This white paper is forwarded to initiate discussions on open space funding options.
Pima County's grant proposal for the 640.4 acre in-holding in the Ironwood Forest National Monument known as Lord's Ranch was selected by the U.S. Department of the Interior.
