Conservation of the Tortolita Alluvial Fan landscape has been promoted by Pima County and Town of Marana over the past two decades. An interdepartmental team was formed to evaluate flood and debris flow hazards and the potential to create an expanded Tortolita Fan Preserve. This report provides an overview of the alluvial fan characteristics and evaluates information on the significance of the biological and cultural resources to determine of the area meets the criteria to create a federal preserve.
During the planning process for the SDCP, concerns were raised regarding loss of property tax revenue as well as adverse tax base impacts of Pima County purchasing parcels for open space. This report assesses impacts in two ways. First, the net assessed values of the open space parcels before purchase are compared to the sum of the net assessed values of all parcels in Pima County and in each applicable school district. Second, the property taxes assessed by Pima County and applicable school districts on each open space parcel before purchase is compared to the sum of the property taxes assessed on all parcels within Pima County and applicable school districts.
The historical range of the ferruginous pygmy-owl included areas of southern Arizona, southern Texas extending south along both coasts in Mexico, through Central America into the southernmost population in Argentina. However, over the past 150 years urban and agricultural expansion within the United States has reduced its population to a few isolated pockets of uncertain stability.

This memorandum is intended to provide an indication of why unregulated development offers so little benefit to the tax base by describing, briefly, the fiscal tax base impact of the unregulated lot split issue at the community and watershed level.
In order to work effectively, concurrency requirements and level of service standards mus be an integral part of long term planning and the development review process. To create incentives for density, affordable housing, and mixed use development, staff will propose the application of lower level of service standards for land use types appropriate to certain growth areas.
Reviews the Pima County tax base since 1977 and concludes in part that the tax base has less capacity to produce revenue than it did twenty three years ago. When population growth is factored into the assessment, the County is actually operating on a smaller revenue base than it was two decades ago.
