The Cochise County Comprehensive Plan adopted in 1984 and last revised in 2011 serves to promote orderly and well-planned County growth. The Plan consists of a written document establishing land use, transportation, water conservation and public facility goals and polices and a series of maps that serve as a blueprint for the intensity and type of land uses expected near the incorporated cities and towns and in the outlying rural areas. Community and area plans are amendments to the Comprehensive Plan that address the future growth of a specific community or region of the County. They offer an opportunity for citizens who live and work in an area to have voice in the location, type and intensity of growth in their community. These plans based on long discussion with the community are designed to support land uses that enhance and protect an area’s unique character.
This bond funded program differs significantly from other County capital improvement projects which typically include detailed information specific to each project when the bond proposals were developed. It utilizes its designated bond funding for specific community based projects via an open and continuous application process and under the oversight of advisory bodies appointed by the Pima County Board of Supervisors.
The purpose of this report is to measure Pima County’s success in meeting priority needs, goals and strategies as outlined in the City of Tucson and Pima County Consortium Consolidated Plan; in addition to, use of federal HUD entitlement funding including the Community Development Block Grant and Emergency Solutions Grant. Pima County is also the recipient of HOME funds through a consortium with the City of Tucson. This document also describes the methods used to comply with federal regulations. All of this information chronicles a considerable amount of work by the Community Development and Neighborhood Conservation staff to carry out the mission of preserving and enhancing communities and improving the quality of life for lower income individuals and families in Pima County, Arizona.
The Annual Action Plans describe City and County allocations for the CDBG, HOME, ESG, and HOPWA programs during the coming year. These allocations fund activities to address goals for each of the primary Consolidated Plan areas: Affordable Housing, Homelessness, Community Development, Special Needs and Citizen Participation. The City of Tucson and Pima County have formed a Consortium to plan for these activities. The lead agency is the City of Tucson.
This study identifies the drainage and flooding hazards within the watershed and develops alternatives to address those hazards. It is a comprehensive study that estimates flood and erosion potential, maps watercourses, identifies existing and potential problems and develops preliminary solutions and standards for sound floodplain and stormwater management.
The Sutherland Valley is a broad, geologically-controlled floodplain. This study attempts to quantify the depth and extent of flooding so that floodplain permits can be issued for development which meets local and federal restrictions.
Millstone Manor #6 is a subdivision that was recorded in the mid-1950's. All records indicate no engineering took place with regards to potential for drainage improvements. This report will address what the natural floodprone areas are and will recommend how future permits should be processed.
