The Commission was created in 2003. Each report briefly outlines the activities of the past year and the projects for the coming year.
The 20-year transportation plan includes roadway, transit, safety, and environmental and economic vitality elements to help meet the region's transportation goals of improving our safety and cross-town mobility, while reducing traffic congestion.
The primary need for these realignments is due to the planned airport expansion at Tucson International Airport. The purpose of this report is to compare various alignment alternatives for the realignment on the basis of access, cost, right-of-way, and floodplain impacts.
The result of an application to the Arizona Department of Transportation Planning Assistance for Rural Areas (PARA) Program to conduct a multimodal transportation study to address transportation issues in the community. The purpose of the study is to identify the most critical multimodal transportation infrastructure and service needs within the Picture Rocks study area and recommend a program of short-range (0-5 years), mid-range (6-10 years), and long-range (11-20 years) improvements.
The purpose of this study is to (1) develop a fundamental understanding of the problems that exist, and (2) perform a cursory examination of possible management approaches identifying those that appear most plausible for further consideration.
This Technical Data Notebook has been prepared in support of a Letter of Map Revision application for a portion of the Friendly Village Wash. It includes detailed hydrologic and hydraulic analyses performed to determine proposed regulatory discharge rates at key locations along the Wash, and to determine floodplain limits.
Flooding and erosion within the Ranch Estates subdivision during the 2007 summer monsoon season raised the concerns of homeowners. This study addresses the impact of recent improvements in the drainage area upstream; provides updated flood-hazard mapping for the area, and identifies mitigation measures that could be implemented by the affected homeowners to address their flood/erosion hazards.

Afterschool youth-development programs (AYDs) have grown significantly during the past 15 years in Arizona and nationally. Many providers have moved beyond simply providing a safe haven to actively promoting young people’s development. However, there is still tremendous opportunity for growth. There is also a continuing need to enhance coordination and collaboration among programs in order to extend their resources and heighten their impact.
Morrison Institute worked with AzCASE and VSUW to construct a 55-question survey using Qualtrics on-line software. While the term “afterschool” was used, the survey was designed to measure all types of out-of-school programs, regardless of whether they operate before or after school, on weekends, or during school and summer breaks. Approximately 1,800 questionnaires were distributed to individual program sites in Maricopa and Pima counties via a list provided by AzCASE. Though the survey did not utilize a random sample, its 38 percent response rate (681 returns) suggests that its findings can help educators, youth-development professionals, policymakers and the business community understand the scope, characteristics and needs of afterschool services in Arizona’s two largest population centers.
