Chronicles some of the changes in the Pima County Zoning Code since 1953 and summarizes the comprehensive plan, the zoning code, and the building codes.

This is the third session on Pima County's people, economy, land and water issues. Pima County, for 200 centuries, was the home of folks who lived in the land rather than on the land, and then we showed up.

"Economic success will increasingly be determined by how effectively an area can spur technological innovation, entrepreneurship, education, specialized skills, and the transition of all organization -- public and private -- from bureaucratic hierarchies to learning networks."
