A ten-year, financially balanced plan for addressing Peoria's present and future infrastructure needs; updated each year. The first year of the program is appropriated by the City Council as a capital budget, while the other nine years of the program are used for planning purposes.

The Plan is used by the City to evaluate land use changes, and to review building and development regulations. It also provides a basis for Peoria's Capital Improvement Plan.
The results of a late 2010 telephone survey of 502 residents of Gilbert, to determine resident attitudes to growth and development, town policies, allocation of tax dollars, town services and general satisfaction with the quality of life in Gilbert, Arizona.
