This Existing Conditions Report is the first major technical product of the General Plan Update process. It describes the current conditions in the City of Casa Grande and identifies preliminary issues relevant to the update of the 2020 General Plan update. This report details conditions specific to Casa Grande in the areas of locational context, demographics, housing and economic development, land use, historic preservation, transportation, environment and water and wastewater. The information provided in this Existing Conditions Report is intended to provide a basis for community discussions that will inform the City of Casa Grande General Plan Update 2020.
This update comes at a critical time in the history of Casa Grande. The City has experienced significant change since the 2001 adoption of the Casa Grande General Plan 2010. City limits have expanded and new development has come forward at a rapid pace. These changes raise pertinent questions about how the City can and should accommodate the cycle of development over the next 10, 20, and even 30 years.
The demand for new workers in STEM (science, technology, engineering and mathematics) occupations in Arizona is a function of net job growth in these occupations in the state and the number of workers leaving STEM jobs in Arizona. Employees may leave their position for various reasons, including to retire, to move out of the state, or to change their profession. The supply of new workers in STEM occupations in Arizona is a function of the number of new college graduates in related majors, the number of workers moving to the state who are qualified to fill STEM jobs, and the number of Arizonans who are qualified to fill STEM jobs moving from a non-STEM to STEM occupation.
This report profiles Yavapai County’s senior industries, beginning with a brief overview of senior industries components and a listing of significant findings of the study. In following sections, the report presents more detailed information on the age group characteristics of county residents, the spending patterns of seniors, the economic composition and relative size of senior industries, and the dynamics and requirements for growth of senior industries. In its conclusion, the report presents a menu of options for strengthening senior industries in Yavapai County. All analysis is based on the latest available demographic and economic data at the time of writing, as well as primary and secondary research performed by Morrison Institute for Public Policy in the fall of 2001.

The Brookings Institution Center on Urban and Metropolitan Policy in Washington, D.C. presented the opportunity for this project to Morrison Institute for Public Policy. The story of growth in metropolitan Phoenix is a complicated, often surprising, tale. There is much to be proud of in the region. Yet there is also much to worry about, and much that needs to be done. Hits and Misses will have been successful if it becomes a catalyst for getting started.
