North American competitiveness is jeopardized by the transactional costs of internal borders. The advantage of proximity for just-in-time supply chains cannot be overstated. Even though the two smart/secure border accords had a number of common objectives there was no scorecard to track progress. Part of realizing the value of trade and the value of our neighbors is to change the story about borders and cast off the stereotypes of Canada and Mexico in the United States.

The United States urgently needs a sustained national conversation regarding how to realize greater value in our crossborder trade with Mexico, and the benefits of increasing efficiencies at our shared border. As the export sector assumes more importance and the U.S. economy struggles to create high-quality jobs, our nation needs to discover every dollar of value in our relationship with our nation’s number two export market: Mexico

This special topic report examines the prevalence and characteristics of co-occurring substance abuse and mental health problems among adult arrestees in Maricopa County. The findings suggest that more than 28 percent of adult arrestees in Maricopa County are at risk for a co-occurring disorder, and they face significantly greater difficulties across a number of critical factors, including incarceration, homelessness, and victimization. Understanding the prevalence and particular characteristics of the dual-diagnosed arrestee population in Maricopa County is an important part of assessing demands on behavioral health and substance use treatment resources. Additionally, examining some of the current defining characteristics of this population relative to arrestees not dually diagnosed can serve as an indicator of future demand.

This special topic report examines the prevalence and characteristics of co-occurring substance abuse and mental health problems among juvenile detainees in Maricopa County. The findings come from the Co-occurring Disorder Addendum used during 2007. The findings reveal that almost 30 percent of juvenile detainees were at risk for a co-occurring disorder, and face significantly greater difficulties across a number of critical factors, including incarceration, homelessness, and victimization.

In the present study, researchers used interview data obtained from 1,342 recently booked adult male and female arrestees at the Central Intake booking facilities in Maricopa County, Arizona as part of the Arizona Arrestee Reporting Information Network (AARIN). The Maricopa County Board of Supervisors sponsored research at Arizona State University and established AARIN in January 2007 to monitor drug use trends, treatment needs, and at-risk behavior among recently booked arrestees in Maricopa County. Three times each calendar year, professionally trained local staff conduct voluntary and anonymous interviews with adult males and females and juvenile boys and girls who had been arrested within the past 48 hours. Analysis for this report relied on our adult sample from October 2011 through May 2012.

The intent of this guide is to:
• Provide agricultural operators with information and guidance on how to effectively implement individual best management practices.
• Inform the general public about the efforts Maricopa County farmers are implementing to improve air quality.
• Provide Natural Resource Conservation Districts and other farm organizations with background information regarding the agricultural PM10 general permit.
• Provide regulators with information and guidance on how to determine compliance with the agricultural PM10 general permit.

The intent of this guide is to provide information and guidance on how to effectively implement best management practices. It is based on the best information currently available; later publications may be issued to update this document. This guide represents the first step in helping farmers reduce PM10 emissions from farmlands located within the Maricopa County PM10 non-attainment area.
