The Commission was created in 2003. Each report briefly outlines the activities of the past year and the projects for the coming year.
This bond funded program differs significantly from other County capital improvement projects which typically include detailed information specific to each project when the bond proposals were developed. It utilizes its designated bond funding for specific community based projects via an open and continuous application process and under the oversight of advisory bodies appointed by the Pima County Board of Supervisors.
The purpose of this report is to measure Pima County’s success in meeting priority needs, goals and strategies as outlined in the City of Tucson and Pima County Consortium Consolidated Plan; in addition to, use of federal HUD entitlement funding including the Community Development Block Grant and Emergency Solutions Grant. Pima County is also the recipient of HOME funds through a consortium with the City of Tucson. This document also describes the methods used to comply with federal regulations. All of this information chronicles a considerable amount of work by the Community Development and Neighborhood Conservation staff to carry out the mission of preserving and enhancing communities and improving the quality of life for lower income individuals and families in Pima County, Arizona.
The Annual Action Plans describe City and County allocations for the CDBG, HOME, ESG, and HOPWA programs during the coming year. These allocations fund activities to address goals for each of the primary Consolidated Plan areas: Affordable Housing, Homelessness, Community Development, Special Needs and Citizen Participation. The City of Tucson and Pima County have formed a Consortium to plan for these activities. The lead agency is the City of Tucson.
"The Arizona Department of Transportation (ADOT) has been ... developing freeway travel times for the last several years on Phoenix metropolitan area freeways. Travel times in the region were first developed by the AZTechTM partnerships. ADOT loop detector data was used and the travel time algorithm was tested and validated on I-17. In January 2008, ADOT initiated a pilot project to display freeway travel times on selected dynamic message signs (DMS) in the Phoenix metropolitan area. The Travel Time Pilot Project included travel time messages being displayed on 12 DMS ... These sign locations were intended to be visible to the largest number of freeway weekday commuters on the most heavily traveled freeway corridors in the Phoenix metropolitan area. An evaluation of the pilot project was conducted to identify if there were any impacts to freeway speed, mobility, or crash rates. An integral part of the evaluation also was to obtain user feedback on the Travel Time Pilot Program ... [T]he perceived value of the DMS travel times by regular users of the freeway network ... will be an important justification for ADOT to continue and/or expand the ... Program. The goals of the DMS Travel Time Pilot Program evaluation were to: evaluate impacts to freeway operations and freeway mobility as a result of posting travel time messages on DMS during peak hour travel; evaluate and document customer response to freeway travel time messages for use in development enhancements or recommended modifications to the DMS Travel Time Pilot Program; and, compare the accuracy of travel time messages being displayed with actual travel times" --Executive summary

The Arizona Smart Growth Scorecard is a tool for community self-assessment developed by a working group of the Growth Cabinet. It is designed to strengthen the ability of local officials to plan for future growth and development and to adopt comprehensive strategies that address growth-related pressures. Arizona's Growing Smarter Guiding Principles were developed by the Growing Smarter Oversight Council. The Guiding Principles are organized into six major categories which provide the basis for the Scorecard: responsibility and accountability; preservation of community character; stewardship of natural resources; opportunity for broad choices; essential service infrastructure; and economic development.
The Five-Year Consolidated Plan provides the framework for implementation of both City and County missions and is designed to guide HUD-funded housing, homeless and community development policies and programs over the five-year period beginning July 1, 2010 and ending June 30, 2014. The plan provides a comprehensive overview of federal, state and local programs in those program areas. It describes needs, resources, goals, strategies, and objectives.
The principal purpose of Phase One is to identify acquisition priorities for the development of a trail network for pedestrians, equestrains, bicyclists, whole access (handicapped) users, and other non-motorized trail users.
