Fort Lowell was a supply base for the United States Army “Apache Campaigns” between 1873 and 1891. Following abandonment of the fort in 1891, settlers moved in and used some fort buildings as residences, or stripped the buildings of useful materials. By the 1930s, much of the fort had fallen into disrepair or had been sold off. Eventually, the City of Tucson acquired a large portion of the old fort which became what is today’s “Fort Lowell Park.” A 5.2 acre (“Adkins”) parcel of the former fort containing several original adobe buildings was still in private ownership, and the 2004 County bond election passed a proposal to acquire the land and preserve the historic resources.
Arizona State Parks must prepare a Statewide Comprehensive Outdoor Recreation Plan every five years. This report is for 2003 through 2008. The primary purpose of this plan is to establish priorities for acquiring land and developing outdoor recreation facilities in Arizona.

Crushed stone is the product resulting from the artificial crushing of rocks, boulders, or large cobblestones, substantially all faces of which have resulted from the crushing operation. BLM generally considers crushed stone sources a saleable mineral, which must be purchased from BLM. Some producers focusing on the Phoenix metropolitan area have searched for ways to avoid purchasing these minerals, thus avoiding payments to the BLM. One of the more common ways is to claim that the mineral material is “locatable” instead of saleable.
The pygmy-owl was listed as endangered in 1997, but notice of the potential listing dates back to 1989. This paper provides a report on pygmy-owl research and rulings, evaluates whether the efforts of the community are leading to the recovery, downlisting and delisting of the pygmy-owl, and concludes that with the exception of valuable in-kind services of the Arizona Game and Fish Department pygmy-owl biologist, meaningful financial support for research and conservation planning efforts has been limited to federal and County contributions.
Mr. Proudfoot, the leading pygmy-owl biologist in the United States, has worked for the last two years to gather and analyze the data that allows us to address issues regarding the genetic viability of ferruginous pygmy-owls in Arizona and to establish a framework for future management efforts. The two major questions addressed are (1) do populations of concern lack genetic variation relative to putative healthy populations, and (2) how unique are geographically distinct populations within a species of special concern?
Provides a brief review of the rules, listing history, and biological issues relevant to the status and protection of the pygmy-owl in Pima County. Land use in unincorporated northwest Pima County is analyzed to determine existing commitments and conservation opportunities, and in order to begin to answer the question of whether a general biological goal of conserving 80 percent of the pygmy-owl's habitat can be achieved.
A primer on the impacts of recreational activities and types of activities allowed under the current program mandates and management plans of public land entities.
Describes the relation of the current and proposed system of mountain parks and preserves to the ongoing multi-species conservation planning process. Business interests will be able to pursue land uses which impact habitat, so long as defined conservation standards are met. This report simply frames planning possibilities by outlining the known potential of twelve park and preserve areas in eastern Pima County.
