In a rule published July 2, 2002, EPA found the Arizona Department of Environmental Quality’s "Plan for Attainment of the 24-Hour PM10 Standard – Maricopa County PM10 Nonattainment Area" (May 1997), inadequate to achieve attainment of the 24-hour National Ambient Air Quality Standards for particulate matter 10 microns or fewer

In a rule published July 2, 2002, EPA found the Arizona Department of Environmental Quality’s "Plan for Attainment of the 24-Hour PM10 Standard – Maricopa County PM10 Nonattainment Area" (May 1997), inadequate to achieve attainment of the 24-hour National Ambient Air Quality Standards for particulate matter 10 microns or fewer in aerodynamic diameter (PM10) at the Salt River monitoring site. The 1997 ADEQ SIP revision included attainment and Reasonable Further Progress demonstrations for the 24-hour NAAQS at the Salt River air quality monitoring site of the Maricopa County PM10 Serious Nonattainment Area, as well as at three other monitoring sites in the Phoenix area, - the Maryvale, Gilbert, and West Chandler sites. On August 4, 1997, EPA approved ADEQ’s attainment and RFP demonstrations for the Salt River monitoring area, which showed that the 24-hour PM10 NAAQS would reach attainment in the area by May 1998. Due to continuing violations of the 24-hour PM10 NAAQS at the Salt River air quality monitoring site since May 1998, EPA subsequently required Arizona to submit a revision to correct SIP inadequacies. This document consists of Arizona’s revisions to the state implementation plan for the Maricopa County PM10 Serious Nonattainment Area as described by EPA in its Federal Register notice of disapproval.

The purpose of this handbook is to promote appropriate, consistent, and timely evaluations of compliance and initiation of enforcement by the Arizona Department of Environmental Quality. This handbook describes a uniform system for pursuing and escalating enforcement. It serves as a road map for new ADEQ compliance and enforcement staff, and a desk reference for those with more experience. It also provides guidance to those local authorities that have undertaken compliance and enforcement responsibilities through a delegation agreement with ADEQ. All of the concepts within ADEQ’s Compliance and Enforcement Policy, along with a number of other ADEQ compliance and enforcement related policies, have been incorporated into this handbook either explicitly or through the development of boilerplate.

This plan is based upon the framework recommended in the initial AISAC report and focused on five strategic concepts: Leadership and Coordination, Research and Information Management, Anticipation and Outreach, Control and Management, and Funding. In developing the plan, fifteen objectives and sixty-three recommendations were established to address invasive species needs in Arizona.

1) prepare an inventory and forecast of Arizona greenhouse gas (GHG) emissions; and
2) develop a Climate Change Action

This paper, drawing upon historical data and information from surveys and interviews with more than 50 legislators, lobbyists, and knowledgeable observers, finds that the term limits reform adopted by the Arizona voters in 1992 has caused legislators to make some painful adjustments. Because of term limits many legislators have decided to run for another office prior to the expiration of their terms. This has often meant trying to move from the one legislative house to another, most commonly from the House to the Senate. On the plus side, the report finds that term limits have encouraged greater competition for legislative and other seats and have given voters a greater choice among candidates. To some extent, limits have been a force toward a more inclusive governing process. At the same time, they have generally reduced the power of legislative leaders and generally increased the influence of lobbyists and staff, though not all lobbyists and staff have gained equally. Recent newcomers to the Arizona Legislature are probably not any less knowledgeable than previous classes of newcomers, but under term limits there are more newcomers and members have less time to learn their jobs. For many, the limit to four two-year terms (eight years total) provides too little time to learn how to do the job and do it well.

From A-Z, every one -- whether originally born here or adapted from elsewhere-- contributes to the state’s competitive position. Arizona Ideas also explores the roots of Arizona’s tradition of self-criticism --some call it a sense of insecurity or inferiority in comparison to other places -- that often surfaces in discussions of public policy. This observation has provoked considerable debate, but few would deny that this perspective exists. It is time to debate this idiosyncrasy out in the open and find better ways of moving the state ahead.
