The purpose of Maricopa County’s Debt Management Plan is to set forth the parameters for issuing debt, to manage the debt portfolio and provide guidance to decision makers regarding the timing and purposes for which debt may be issued. Provisions of the debt plan must be compatible with the County’s goals pertaining to the capital program and budget, the financial plan, and the operating budget. This document is not intended to review the County’s total financial position. It is a study of the County’s current debt position, as growth in the County could result in an increased need for capital financing.
This report consists of management’s representations concerning the finances of Maricopa County. To provide a reasonable basis for making these representations, management of Maricopa County has established a comprehensive internal control framework that is designed both to protect the government’s assets from loss, theft, or misuse and to compile sufficient reliable information for preparation of Maricopa County’s financial statements. Because the cost of internal control should not outweigh their benefits, Maricopa County’s comprehensive framework of internal controls has been designed to provide reasonable rather than absolute assurance that the financial statements will be free from material misstatement. As management, we assert that, to the best of our knowledge and belief, this financial report is complete and reliable in all material respects.
While we may view climate change issues as a more global or national problem, our unique Sonoran Desert ecosystem is a recognized global resource; hence climate change is an important consideration in how we manage and protect our fragile desert ecosystem. This discussion is designed to promote local awareness of how climate change may impact our resources.
This report examines how effectively Pima County’s natural open-space acquisitions have addressed priorities for conserving species’ habitats and landscape features identified in the Sonoran Desert Conservation Plan. The scope of this study is beyond the County's Multi-Species Conservation Plan, which is a subset of the overall Sonoran Desert Conservation Plan.
The purpose of this study is to provide the U.S. Fish & Wildlife Service with an analysis that identifies anticipated impacts to each of the covered species and asks the question: How effectively will the County's mitigation lands include the specific habitats of covered species under the Multi-Species Conservation Plan?

Provides a review of eight monitoring efforts in southern Arizona to highlight their accomplishments and to critique their efficacy and overview of important attributes of a monitoring program. This review of projects and successful attributes will provide an assessment framework to better guide the development of the Pima County Ecological Monitoring Program.
The SDCP recognizes the important links between groundwater, streamflow, and vegetation that still exist along some streams and springs in Pima County. Unfortunately, depletion of aquifers has altered streamflow and associated groundwater-dependent vegetation along the Santa Cruz River and other streams. The main purpose of this report is to establish priorities for potential expansion of Pima County's existing aquifer monitoring for groundwater-dependent ecosystems.
