While the economic environment in Arizona has gradually improved, vulnerable individuals and families rely on the Department for life-saving protective services and essential economic support. The Department has made important improvements in how we deliver benefits, goods and services to vulnerable individuals and families. The Plan outlines several of these on-going improvement efforts including cost-saving process improvements, expanded community collaborations, enhanced transparency and increased accountability.

Report of Arizona’s economic security needs and resources; the use, training, and placement of manpower; and recommendations for the forthcoming fiscal year for the state’s development of relevant programs. Also included in the report is a status report and an evaluation of the children and family services training program. This report provides an overview of the Department’s achievements in meeting the needs of Arizonans and highlights the Department’s actions to enhance the safety and self-sufficiency of vulnerable individuals in our state by streamlining both service delivery and administrative functions. The Department is committed to continue to build on its successes and to achieve our mission to promote the safety, well-being, and self-sufficiency of Arizona’s children, adults, and families.

Letter from Carl Hayden to W. W. Bass concerning the passing of the national park bill. Hayden states that he will try to make the bill as advantageous to Arizona miners and farmers as possible, but the land will either remain as a national monument or become a national park. A postscript is added concerning the land allocated for the Havasupai Tribe.

To facilitate development of the Environmental Impact Statement which must accompany the Section 10 multi-species conservation proposal, a series of issue papers were prepared. In Pima County, ranching is uniquely able to preserve the integrity of vast tracts of connected and unfragmented open space and wildlife habitat. This study reviews the effect of five alternative permit strategies on the County's ability to preserve unfragmented landscapes through conserving ranch lands.

St. Luke's Health Initiatives and the Flinn Foundation strive to make Arizona a better place to live for all of its residents. Despite our state's assets, Arizona has many issues to address, with health and poverty among the most important. Our organizations have been pleased to sponsor the state capacity research that provided the background and impetus for "More Promises to Keep: Sustaining Arizona's Capacity for Welfare and Health Reform." St. Luke's Health Initiatives and the Flinn Foundation view the information and analysis provided in this report as a good way to stimulate discussion of health and welfare policy options and community actions. Research and dialogue are essential steps in the process of constructive change, as is communication with the public. We urge readers to consider the ideas presented in this paper and to continue to work together to improve the health and welfare of all Arizonans.

Despite all of the spending reductions, fund transfers, and other techniques used to balance the budget in the preceding few years, Arizona’s general fund faces a massive deficit. This issue of Policy Points poses an important question: Are you content with the historically low expenditures being made from the general fund and satisfied that the current low level of public services will be permanent?
