Letter from Carl Hayden to W. W. Bass concerning the passing of the national park bill. Hayden states that he will try to make the bill as advantageous to Arizona miners and farmers as possible, but the land will either remain as a national monument or become a national park. A postscript is added concerning the land allocated for the Havasupai Tribe.

The Clean Air Act states that an area designated as nonattainment due to a violation of the NAAQS may be redesignated to attainment if the State submits and EPA approves a plan demonstrating that permanent emission controls that resulted in attainment will remain in place. This plan demonstrates that all CAA requirements for attainment and maintenance have been met and summarizes the progress of the area in attaining the PM10 standard. This document includes a formal request to EPA to redesignate the Rillito, Arizona PM10 nonattainment area to attainment for the health-based 24-hour average PM10 NAAQS.

Concerns of Rillito citizens about emissions of dioxins and furans from the Arizona Portland Cement Plant and stack testing at APCC led to an ambient air monitoring program conducted in 2004 - 2005. Ambient concentrations of dioxins and furans proved to be within health-based guidelines. These concentrations were somewhat higher than those measured at background sites but considerably lower than at urban sites. The distribution of the 17 toxic dioxins and furans in the ambient air of Rillito closely resembled the mobile source profile but was quite different from the APCC profile. The dioxin and furan concentrations measured during the one-year study suggested that mobile source emissions had a much greater impact at Rillito than the cement plant emissions.

To facilitate development of the Environmental Impact Statement which must accompany the Section 10 multi-species conservation proposal, a series of issue papers were prepared. In Pima County, ranching is uniquely able to preserve the integrity of vast tracts of connected and unfragmented open space and wildlife habitat. This study reviews the effect of five alternative permit strategies on the County's ability to preserve unfragmented landscapes through conserving ranch lands.
