The Augusta Resources Corporation proposes to construct the Rosemont Mine project in the northern Santa Rita Mountains. This report is a reconnaissance analysis of the conceptual flow and water balance in the area. The conceptual flow model for the area is based on topography, geology and precipitation and identifies the likely flow paths in the watershed and aquifer system. The water balance includes estimates of recharge to and groundwater flow from the area; there is no evapotranspiration discharge from the regional groundwater.

Under this conservation acquisition proposal, farming would continue in the areas currently farmed, grazing would continue on a seasonal basis, and the popular annual pumpkin festival would continue. Concern has been expressed that mesquite bosques are disappearing or diminishing in quality, and that the survival of the mesquite mouse is consequently threatened. This study, funded by a grant from the Arizona Heritage Fund to the Pima County Regional Flood Control District, investigated the current distribution of the mesquite mouse by reviewing historical records from museum specimens, examining existing potential habitat at historic locations of the species and elsewhere in the county, and conducting a live-trapping study at 19 sites representing a range of ecological communities with mesquite as a major component.

Acquisition of this property in northeastern Pima County will prevent development of this property, conserve an important tributary to the San Pedro River, conserve riparian habitat associated with an intermittent stream and springs, and further goals of the Sonoran Desert Conservation Plan and Multi-Species Habitat Conservation Plan. The acquisition is ideally located to expand the emerging reserve system in the San Pedro watershed, which is anchored by the County's A7 Ranch, and complemented by the existing Buehman Canyon Preserve. This report provides preliminary biological and cultural information on this acquisition. Additional biological and cultural resource information will be available after County staff and consultants complete surveys of the property.

Without action by Pima County, Rosemont Ranch would probably either be mined or become a residential subdivision over the next several decades. A ranch conservation scenario offers the best outcome for preventing fragmentation of the landscape and conserving the natural and cultural heritage of the area.

During the planning process for the SDCP, concerns were raised regarding loss of property tax revenue as well as adverse tax base impacts of Pima County purchasing parcels for open space. This report assesses impacts in two ways. First, the net assessed values of the open space parcels before purchase are compared to the sum of the net assessed values of all parcels in Pima County and in each applicable school district. Second, the property taxes assessed by Pima County and applicable school districts on each open space parcel before purchase is compared to the sum of the property taxes assessed on all parcels within Pima County and applicable school districts.

In this survey, we have obtained early photographs from various archives, with dates ranging from 1880 to 1942. We have attempted to provide examples from the main vegetation types that are represented in Pima County. This survey of matched photographs will begin at upper elevations and descend gradually to lower points across the landscape, except that riparian habitat comparisons will be set aside and addressed separately.
