The Arizona Legislature established ADEQ as the state’s environmental regulatory agency under the Environmental Quality Act of 1986. Its mission is to protect and enhance public health and the environment in Arizona. The department achieves this mission by administering our state’s environmental laws and delegated federal programs to prevent pollution of our air, water and land, and to clean up such pollution when it occurs. The department’s organizational structure is composed of four programmatic divisions that fulfill our environmental protection mission in the areas of air quality, water quality, waste programs, and tank programs.
The Arizona Department of Transportation, the Arizona Game & Fish Department and the Arizona State Parks Board are required to conduct a study every three years on watercraft fuel consumption and recreational watercraft usage. The fuel consumption data is collected to determine the allocation of motor vehicle fuel tax to the State Lake Improvement Fund. The information on recreational watercraft usage patterns on Arizona’s lakes and rivers is necessary, in part, to determine the distribution of SLIF funds to applicants.

The Department of Environmental Quality monitors and enforces regulated facilities’ compliance with environmental laws and regulations to control or prevent the release of contaminants into the environment that may have negative effects on the public’s health. Regulated facilities include power plants, wastewater treatment plants, dry cleaners, construction equipment, and other portable pollution sources. Although the Department monitors compliance by conducting inspections of regulated facilities, it can more effectively protect public health and the environment by targeting inspections of facilities based on risk. Additionally, the Department needs to take more consistent, timely, and effective enforcement actions.
The Department of Environmental Quality is responsible for ensuring that owners and operators of petroleum underground storage tanks comply with federal and state financial responsibility requirements. These requirements help ensure that UST owners and operators can pay to clean up leaks and spills and compensate third parties for bodily injury and any property damage incurred. Sites and/or operators of petroleum USTs include service stations, convenience stores, and local governments. The Department continues to fail to ensure that UST owners and operators meet financial responsibility requirements. Although the Department has begun to take steps to identify and address some of the weaknesses with its financial responsibility program, it should take additional steps, including developing policies and procedures to ensure UST owners and operators comply with financial responsibility requirements.
For two and a half decades, the men and women of ADEQ have dedicated themselves to the noble cause of environmental stewardship. They have helped us respect the delicate balance between the natural world and the people who depend on it for sustenance, prosperity and a rewarding quality of life. Most importantly, they have served diligently and passionately to conserve and protect Arizona's natural bounty for generations to come.
ADEQ developed five strategies to address key challenges we face. These strategies--deploy lean, increase outreach, leverage e-technology, strengthen core programs and unleash human potential--have resulted in nearly five dozen projects that ADEQ programs undertook in FY 2012 and 2013.
