Bellemont is a rural, unincorporated community with a population of approximately 1,000 residents in Coconino County that has become a suburb of Flagstaff, where residents commute to work. Three roads ó Interstate 40 (I-40), Brannigan Park Road and Shadow Mountain Drive ó are used to access virtually all the private land north of I-40 at Bellemont. Frequent congestion from heavy truck volumes and subdivision traffic causes traffic delays and creates concern for safety and timely emergency response. The 2008 closure of the ADOT Parks Rest Area on I-40, just west of Bellemont, has also increased vehicular traffic accessing the truck stop and restaurants. Future build-out of the subdivision and potential commercial/industrial uses in the area are expected to continue to negatively affect the Brannigan Park Road and Shadow Mountain Drive intersection and the I-40 traffic interchange. ADOT recently prepared the I-40 Bellemont to Winona Initial Design Concept Report, which recommended long-term improvements for the intersection and traffic interchange.

Ultimately, this access management and multimodal transportation study will provide a comprehensive review of the Bellemont area transportation system and provide guidance for determining priority needs for future improvements north of I-40, including alleviating congestion and improving/managing access, and improving and evaluating multimodal access to businesses from residential areas.

The beneficial use of waste materials in the construction of transportation infrastructure results in environmental benefits, as well as economic savings over the pavement life cycle.

Instead of going to landfills, certain waste materials from industry and building construction can be recycled in transportation infrastructure projects, such as roadway paving. The beneficial use of waste materials in the construction of transportation infrastructure results in environmental benefits, as well as economic savings over the pavement life cycle. This study focused on the use of waste--i.e. reclaimed asphalt pavement (RAP), recycled asphalt shingles (RAS), ground tire rubber (GTR), recycled concrete aggregate (RCA), construction and demolition waste (CDW), and mine spoil as raw materials for building transportation infrastructure in Arizona. Technical feasibility, availability, and economics were considered in making recommendations regarding expanding the use of the most-promising materials. Recommendations included targeting slight increases in the RAP replacement level (especially in non-surface hot-mix layers and in unbound base and subbase layers), increasing use of GTR through terminal blending, and increasing use of RCA as base and subbase. Other opportunities identified for further investigation include significant increases in RAP replacement level in hot mix asphalt, use of RCA to replace virgin aggregate in new concrete, and facilitation of the use of CDW in some markets. Further research is encouraged on the use of construction and other waste materials to improve the performance of these materials to reduce risk and improve cost effectiveness.

The Arizona Statewide Transportation Improvement Program identifies statewide priorities for transportation projects. It is a compilation of projects utilizing various federal funding programs and includes highway projects on the cities, counties, and state highway systems, as well as projects in the National Parks, US Forest Service, and Indian Reservation Roads. This is a four-year project list compiled in cooperation with the Federal Highway Administration, Federal Transit Administration, Council of Governments, and the Metropolitan Planning Organizations. Projects are selected for inclusion in the STIP based on adopted procedures and criteria.
