Identifies transportation infrastructure investments that may help leverage the economic potential of the study area and foster future land development. Describes the study area’s existing and future transportation conditions and presents transportation framework recommendations based on planning by Aztec Land & Cattle Company, the Town of Snowflake and Taylor, and Navajo County. It presents findings from case studies on inland ports and rural industrial developments and discusses possible funding sources and strategies for infrastructure investment.

Enrollment in degree-granting institutions of higher education in Arizona as a percentage of the state’s population was about equal to the national average in 2003. The Arizona figure was higher than the national average at private for-profit institutions, slightly greater than the national average at public institutions, but considerably below average at private not-for-profit institutions. Total revenues and expenditures per student at Arizona institutions of higher education were far below the national averages in 2003, among the least in the nation. Among public institutions, Arizona’s higher education revenues and expenditures were not as far below average, but still ranked among the bottom 10 states in the nation.

The analysis of the value of higher education contained in this report represents an important dimension of the P3 research agenda since measuring the value of educated workers can provide empirical context for understanding the importance of an educated and skilled workforce in a modern economy. In this report, the increases in individual earnings realized from enhanced educational attainment are measured and the benefits to the economy and society in general that are provided by a highly educated workforce are examined.

Fast Growth in Metropolitan Phoenix is the first product of a comprehensive effort to describe and analyze the region’s growth. The Brookings Institution Center on Urban and Metropolitan Policy in Washington, D.C. presented the opportunity for this project to Morrison Institute for Public Policy. The story of growth in metropolitan Phoenix is a complicated, often surprising, tale. There is much to be proud of in the region. Yet there is also much to worry about, and much that needs to be done. Hits and Misses will have been successful if it becomes a catalyst for getting started.

The state government general fund shortfall in the current fiscal year is projected to be between about $550 million and $1 billion. This shortfall will need to be eliminated through spending cuts and/or revenue enhancements. The Legislature has demonstrated a preference for spending cuts. However demand does not decline during a recession for most public-sector services, including university services. Any reduction in funding for universities will have a negative and direct effect. A reduction in state government spending for universities of around $200 million would cause direct and indirect job losses of approximately 4,000. A substantial decrease in state government funding for universities will have negative consequences beyond these short-term effects.
