Provides recommendations that improve and enhance the inter-connectivity of trails and transit mobility in the City of Show Low and transit efficiency in the White Mountains, including the communities of Pinetop-Lakeside, Snowflake, Taylor, Holbrook and the White Mountain Apache Tribe. Upon its completion the study was further intended to update the City’s Five Year Transit Plan and the Trails Element of the Show Low General Plan.

Originally, the purpose of the study was to obtain either a Letter of Map Revision or a Physical Map Revision from the Federal Emergency Management Agency. The purpose of the study is to identify existing flooding problems for fifteen homes adjacent and west of Holladay Street which have experienced flooding in the past three years. A 1991 follow-up report is included that corrects an error in the earlier report's estimation of the split flow quantities at the intersection.
