The purpose of this paper is to consider alternative assured water supply approaches for Superstition Vistas and to describe potential methods of providing water service to the property. Because this paper represents a cursory analysis of the study area and available supplies, the results should only be used for scoping more detailed planning efforts. The first issue examined is whether sufficient water supplies exist regionally to support projected growth including Superstition Vistas. Additionally, estimated demands for the property are presented. Finally, there a number of issues that complicate the process of acquiring supplies for an area like Superstition Vistas. This paper summarizes some of those issues.

State trust lands are among the greatest public assets in Arizona’s portfolio. Set aside at statehood, the Arizona State Land Department manages more than 9 million acres of trust lands on behalf of 14 beneficiaries. State trust lands are among the greatest public assets in Arizona’s portfolio. Set aside at statehood, the Arizona State Land Department manages more than 9 million acres of trust lands on behalf of 14 beneficiaries. The largest of which by far is Arizona Public Education K through 12.The mission of the Land Department is to maximize revenues from these trust lands. In FY 2005, state trust lands generated $115 million for all beneficiaries, of which $101 million was designated to support public K-12 schools.These amounts are increasing rapidly as more state trust land becomes attractive for development in Arizona’s urban areas.

The parcel discussed in this report, “Superstition Vistas,” stands out as the jewel among Arizona’s trust lands. Not only is it situated in the path of metro Phoenix growth, but it also borders thousands of acres of public land managed by the Tonto National Forest and U.S. Bureau of Land Management. Estimates of its total value run well into the billions of dollars.

"The Treasure of the Superstitions" sets the stage for a continuing dialogue about the potential for Superstition Vistas, and indeed, all of Arizona’s trust lands. We look forward to listening to and working with our beneficiaries, citizens, counties, municipalities, real estate businesses, and other interested parties to make the most of Arizona’s “treasure.”

Because of the urgency of workforce issues and the desire to begin a statewide discussion about workforce goals and choices, the Governor’s Council on Workforce Policy wanted to understand if, and how, program governance and organization are hampering progress and what changes might be beneficial. The council asked Morrison Institute for Public Policy (School of Public Affairs, College of Public Programs, Arizona State University) to: (1) Explore the strengths and weaknesses of the organization of Arizona’s workforce system, particularly at the state level (2) Review how other states have revamped their systems and connected workforce and economic development (3) Recommend options for improving Arizona’s system During the second half of 2003, Morrison Institute for Public Policy talked with more than 60 workforce professionals, business people, and workforce board members across Arizona either individually or in small groups, researched other states’ approaches through interviews with officials in other states and national organizations, analyzed responses to an online survey of selected local workforce investment board members, and reviewed a wide variety of materials on economic, workforce, and community development. This report is the first of many steps for Arizona to reflect and act on workforce development governance and its system, because as Thurgood Marshall said, "You can’t stand still. You must move, and if you don’t move, they will run over you."

This report documents the activities of 18 state-funded partnerships in Arizona's school-to-work (STW) system: 10 regional partnerships, most in their fourth year of implementation, and 8 Maricopa County partnerships, all in their first year of implementation. The report is divided into two sections. The first section highlights the status of each of the 10 regional STW partnerships as of the midpoint of the state's fourth year of STW implementation. Profiles are provided in alphabetical order and provide a brief description of the changes and accomplishments in the past year. The second section profiles each of the 8 Maricopa County STW partnerships approximately three-quarters of the way through their first 13 months of STW implementation. Profiles are provided in alphabetical order and provide a brief description of the status of partnership activities and accomplishments to date. A study explored performance of the Arizona School-to-Work (STW) system in meeting the six goals established by the state STW Division. Goal 1 was to create a self-sustaining STW system at the state and regional levels. The state developed state policies and goals and provided implementation funding to partnerships, but no continuation funding. Goal 2 was to unite training programs with STW programs. Partnerships implemented STW with some success by expanding career-related programs, but were less successful at coordinating and integrating efforts with other workforce-related organizations. There was no comprehensive effort to implement Goal 3 to identify areas where STW needed support and meet those needs. The state and partnerships addressed Goal 4, community involvement, by recruiting local businesses and industries to STW through public awareness activities, promoting initiatives to businesses at STW conferences, and securing business representation on STW governing boards. Goal 5, to increase public awareness, was achieved through media, brochures, Web sites, and public presentations. Partnerships achieved Goal 6, system evaluation, by maintaining databases to provide information for evaluating the STW system. STW had a modest positive impact on stakeholders' involvement in career-related activities; its implementation varied considerably across partnerships; lack of funding severely limited its statewide potential; and strong leadership at the state level was critical.

Arizona seventh-grade students were polled in 1997, 1998, and 1999, to determine the extent of their participation in career awareness and exploration activities, the impact that the activities have had, and how they were delivered. Survey results provided evidence of systemic change in the regional school-to-work (STW) partnerships. Further, data

Arizona seventh-grade students were polled in 1997, 1998, and 1999, to determine the extent of their participation in career awareness and exploration activities, the impact that the activities have had, and how they were delivered. Survey results provided evidence of systemic change in the regional school-to-work (STW) partnerships. Further, data suggested that the way career awareness activities are delivered makes a difference in their effectiveness. The comparative survey conducted in 1999 supported the contention that STW students differed from their classmates and that STW made a difference for students. The regional analysis compared randomly selected classrooms over 3 years. Changes between 1997 and 1999 were measured in participation metrics and the role of adult mentors. The relative share of students who had at least some idea of their career interests was consistently high (86.8 percent). The mean number of STW activities per pupil increased significantly and the share of students participating in five types of activities rose. A key finding supported over the 3-year period was that students who participated in a variety of activities were better able to identify their career interests. The role of adult mentors intensified. The share of students who talked to adults about careers, and who discussed careers with a counselor, increased significantly between 1997-99.
