Apache County is required by state law to prepare a comprehensive plan “to conserve the natural resources of the county, to insure efficient expenditure of public funds, and to promote the health, safety, convenience, and general welfare of the public.” The planning process is structured to emphasize public involvement and incorporate comments, ideas, and direction of the public into the plan. This plan strives to create strong and vibrant communities within Apache County by encouraging orderly development.

Study in preparation for updating the Yuma County 2010 Comprehensive Plan, analyzing: irrigation districts; vegetation; soil; Mittry Lake State Wildlife Area; Yuma Proving Ground; population by census block, race, and ethnicity; age cohorts by percentage of population; housing statistics; land ownership; land use designation map; changes to land use designations; zoning map; rezonings; and building permits.

This JLUS is Part Two of a Joint Land Use Study; Part One, for Luke Air Force Base Auxiliary Field #1, was completed in May 2004. This JLUS is part of the Arizona Military Regional Compatibility Project, a statewide endeavor to convene the stakeholders around each base--the relevant jurisdictions, base personnel, landowners, and other interested parties--to address land use compatibility issues
