Given the inevitable transportation changes associated with impending growth in Pinal County, there was a need for a method to assess how corresponding emissions changes might affect PM10 and Ozone concentrations in the county and at the monitor sites. The overall objective of the project was to develop methods or models that could be used in Pinal County to adequately address air pollution issues in the County.

The intent of this guide is to provide information and guidance on how to effectively implement best management practices. It is based on the best information currently available; later publications may be issued to update this document. This guide represents the first step in helping farmers reduce PM10 emissions from farmlands located within the Maricopa County PM10 non-attainment area.

The intent of this guide is to:
• Provide agricultural operators with information and guidance on how to effectively implement individual best management practices.
• Inform the general public about the efforts Maricopa County farmers are implementing to improve air quality.
• Provide Natural Resource Conservation Districts and other farm organizations with background information regarding the agricultural PM10 general permit.
• Provide regulators with information and guidance on how to determine compliance with the agricultural PM10 general permit.

The regional haze rule explicitly recognizes the authority of tribes to implement the provisions of the rule, in accordance with principles of federal Indian law, and as provided by the Clean Air Act and the tribal authority rule. The amount of modification, if any, needed for this report to fulfill tribal needs may vary
considerably from tribe to tribe. The authors have striven to ensure that all references to tribes in the document are consistent with principles of tribal sovereignty and autonomy as reflected in the above framework.

The Clean Air Act states that an area designated as nonattainment due to a violation of the NAAQS may be redesignated to attainment if the State submits and EPA approves a plan demonstrating that permanent emission controls that resulted in attainment will remain in place. This plan demonstrates that all CAA requirements for attainment and maintenance have been met and summarizes the progress of the area in attaining the PM10 standard. This document includes a formal request to EPA to redesignate the Rillito, Arizona PM10 nonattainment area to attainment for the health-based 24-hour average PM10 NAAQS.

This document includes an attainment demonstration and formal request to the United States Environmental Agency to redesignate the San Manuel, Arizona area, a nonattainment area for sulfur dioxide (SO2), to attainment for the health-based 24-hour average and annual average SO2 National Ambient Air Quality Standards (NAAQS). It summarizes the progress of the area in attaining the SO2 standard, demonstrates that all Clean Air Act requirements for attainment have been adopted, and includes a maintenance plan to assure continued attainment after redesignation.

The revision is a separate document to the Arizona Regional Haze State Implementation Plan submitted December 2003. The Revision meets specific commitments outlined in the December 2003 SIP (Enclosures 2 through 7) as well as a correction to the authorizing regional haze statutes. The submittal contains a SIP completeness checklist and seven enclosures.

These regulations constitute the legal basis for control of air pollution sources in Maricopa County, Arizona. They are adopted to implement the policy set forth in Title 49 of the Arizona Revised Statutes and to fulfill the State's responsibilities under the Federal Clean Air Act and its amendments to provide a legally enforceable State Implementation Plan for the attainment and maintenance of the National Ambient Air Quality Standards. This printing of the regulations incorporates changes adopted by the Maricopa County Board of Supervisors through September 2013.
