The Old U.S. Highway 80 Area Plan is an entirely new plan which removes portions of the State Route 85 Area Plan and the Tonopah/Arlington Area Plan. It is important to note that this Plan is not a document that represents final buildout as many municipal general plans typically do. Rather, it prepares for and accommodates growth over the next ten to fifteen years, but will be reexamined and updated as necessary to reflect current conditions and changes. While not a complete solution, the Plan helps address the effects of growth and development by enhancing cooperation between government agencies, citizens, and other affected interests, and by considering regional implications.
This plan was originally adopted on May 22, 1989, and an updated version was adopted on November 5, 1990. This current edition has been updated to reflect changing growth patterns, population projections, annexations and other changes to the planning area since its first adoption.
It is important to note that the Rio Verde Foothills Area Plan is not a document that represents ultimate buildout as many municipal general plans typically do. Eye on the Future 2020, the Maricopa County Comprehensive Plan, provides a guide for decisions concerning growth and development, and considers strategies for addressing growth-related impacts. Among the strategies is the creation of scenic corridors for unique roads in Maricopa County. The Carefree Highway area is one of these roads, and thus the Carefree Highway Scenic Corridor Guidelines are established to help enhance this area’s special characteristics.
The Financial Management Services Division of the Arizona Department of Transportation is responsible for managing the financial foundation on which Arizona’s highways and bridges are built and administered. This includes forecasting, collecting, distributing, and accounting for all the funds available to construct and maintain Arizona’s highway system.
This document is intended to give an overview of the Federal-Aid Program and its impacts on Arizona. There are four major sections in the report: (1) Overview of the Federal-Aid Program; (2) Arizona Federal funding highlights for the fiscal year; (3) Federal-aid Highway Program Characteristics; and (4) Federal-Aid Highway Program descriptions. The first section gives a general overview of how the Federal-Aid Program is financed, the authorization process and a discussion of the apportionment, allocation and obligation authority processes. The second section deals with Arizona Federal funding highlights the for fiscal year. The last two sections are devoted to characteristics of the core programs, including eligibility, limitations, apportionment formulas and descriptions of the funding categories.
