Between August and September 2006, the Alliance for Innovations in Health Care conducted five, 90-minute focus groups, using five scenarios to explore six topics—access, deliberation, community strength, coping, recall, and refusal. The Sutherland Valley is a broad, geologically-controlled floodplain. This study attempts to quantify the depth and extent of flooding so that floodplain permits can be issued for development which meets local and federal restrictions.
