The Old U.S. Highway 80 Area Plan is an entirely new plan which removes portions of the State Route 85 Area Plan and the Tonopah/Arlington Area Plan. It is important to note that this Plan is not a document that represents final buildout as many municipal general plans typically do. Rather, it prepares for and accommodates growth over the next ten to fifteen years, but will be reexamined and updated as necessary to reflect current conditions and changes. While not a complete solution, the Plan helps address the effects of growth and development by enhancing cooperation between government agencies, citizens, and other affected interests, and by considering regional implications.

It is important to note that the Rio Verde Foothills Area Plan is not a document that represents ultimate buildout as many municipal general plans typically do. It is likely that urban growth is occurring and will occur along the McMicken Dam Scenic Corridor, which will present residents and stakeholders with important changes. Mitigating the potential impacts of these changes will continue to be a high priority for Maricopa County. Because these guidelines reflect the recommendations of residents and other stakeholders, they provide a unique opportunity for these residents and stakeholders to participate in the future growth and development of their area.

It is likely that urban growth will occur along Olive Avenue, which will present residents and stakeholders with important changes. Mitigating the potential impacts of these changes will continue to be a high priority for Maricopa County. Because these guidelines reflect the recommendations of residents and other stakeholders, they provide a unique opportunity for these residents and stakeholders to participate in the future growth and development of their area.

It is likely that urban growth eventually will occur along State Route 74, which will present residents and stakeholders with important changes to their lifestyles. Mitigating the potential impacts of urban growth will continue to be a high priority for Maricopa County. Because these guidelines reflect the recommendations of residents and other stakeholders, they provide a unique opportunity for these residents and stakeholders to participate in the future growth and development of their area.

It is likely that urban growth eventually will occur along Castle Hot Springs Road, which will present residents and stakeholders with important changes to their lifestyles. Mitigating the potential impacts of urban growth will continue to be a high priority for Maricopa County. Because these guidelines reflect the recommendations of residents and other stakeholders, they provide a unique opportunity for these residents and stakeholders to participate in the future growth and development of their area.

Eye on the Future 2020, the Maricopa County Comprehensive Plan, provides a guide for decisions concerning growth and development, and considers strategies for addressing growth-related impacts. Among the strategies is the creation of scenic corridors for unique roads in Maricopa County. The Carefree Highway area is one of these roads, and thus the Carefree Highway Scenic Corridor Guidelines are established to help enhance this area’s special characteristics.

The Jaguar Conservation Agreement provides opportunities and incentives for interested parties to become involved with conservation activities. These activities include collection of biological information (to provide a sound scientific basis for decisions); consideration of relevant cultural, economic, and political factors; design and implementation of a comprehensive approach to conservation (including public education); and monitoring, evaluation, and feedback. This summary will focus on the mapping efforts and make recommendations to the Jaguar Conservation Team on conservation measures for potential jaguar habitat.

In March 1997, the Arizona Game and Fish Department and New Mexico Department of Game and Fish entered into a Conservation Agreement with other state, local, and federal cooperators, with voluntary participation by many private individuals, to conserve the jaguar (Panthera onca) along borderlands of Arizona and New Mexico and to stimulate parallel efforts in Mexico. Under the Conservation Agreement, an annual evaluation and progress report must be submitted to the U.S. Fish and Wildlife Service. The first of these reports was completed in July 1998 and the second in June 2000. This third report is a comprehensive review of all Jaguar Conservation Agreement activities from March 1997 through December 2003. We compiled the information herein with assistance from members of the Jaguar Conservation Team and Jaguar Working Group, to help ensure that objectives outlined in the Conservation Agreement are being accomplished and that any deficiencies identified are addressed and corrective measures are implemented. In this report, we will identify progress, or lack thereof, in accomplishing the goals and objectives set forth by and for the JAGCT for the last 6 years.
