Both the effect of climate change on our future water supply and the size of the population that will need to share in that supply are uncertainties that water planners must consider when making decisions regarding our future. We have options, but we have to be sure that we use water efficiently to meet our urban, agricultural, and environmental needs. For over 15 years, interdistrict open enrollment and charter schools have allowed Arizona families to send their children to the public schools of their choice, regardless of where they reside. To better understand how parents “shop” within Arizona’s public education marketplace, this issue examines the mobility of elementary school students among districts and charter schools in the Metropolitan Phoenix area.
