Planning to Programming Link development started with ADOT's multimodal visioning called "Building a Quality Arizona" (bqAZ), the 2010 Statewide Transportation Planning Framework Study created a fiscally-unconstrained vision for the state's transportation system in 2050. bqAZ led to "What Moves You Arizona?," the state's Long-Range Transportation Plan 2010-2035, which applied financial constraint to the vision, identifying anticipated revenues and providing a recommended investment choice (RIC) that indicates how revenues will be allocated to four different investment types: preservation, expansion, modernization, and non-highway. The third step, and subject of this report, is "Linking the Long-Range Plan and Capital Improvement Program," or P2P Link, which focuses on how ADOT and its primary business partners, the Federal Highway Administration (FHWA), Metropolitan Planning Organizations (MPOs), and Councils of Governments (COGs), fund, build, maintain and operate the transportation system.

The Arizona State Rail Plan (SRP) is the first comprehensive assessment of the stateís rail needs and was initiated in response to the increasing involvement by ADOT in freight and passenger rail issues. The SRP serves to identify the current rail system, to determine infrastructure needs, and to have rail projects included in the state's long-range planning processes to improve regional and statewide safety mobility. The principle purpose is to convey the magnitude of the rail needs in the state and set forth a policy framework through which strategic actions can be taken to realize the full potential of passenger and freight rail transportation.

The study is prepared for the Town of Sahuarita, pursuant to an intergovernmental agreement with the Arizona Department of Transportation through the auspices of ADOT's small area transportation studies program. The Town of Sahuarita General Plan was adopted in November 1996 to guide development within the town and its sphere of influence. The circulation element contained in the General Plan identifies specific objectives for consideration in the planning and development process.

The City of Prescott was awarded funding to conduct this corridor study through the Planning Assistance for Rural Areas program administered by the Arizona Department of Transportation. The City of Prescott, with support from ADOT, has worked with other local agencies in the region to conduct this study to evaluate and recommend a corridor alignment for the Sundog Connector located in Yavapai County, Arizona. The western corridor terminus is located in the City of Prescott and the eastern terminus is located in the Town of Prescott Valley. The corridor study area is defined as the area between State Route (SR) 69 and Prescott Lakes Parkway. The focus of the study was to document the current and future conditions through a review of all relevant planning studies, land use designation, development plans, needs assessments, and stakeholder input. Using the documented purpose and need for the corridor, the study team has identified, evaluated and recommended a preferred corridor for the planned roadway including alignment, typical sections, recommended right-of-way, and utilities and drainage recommendations.

This transportation study is a joint effort of Navajo County, the City of Holbrook, the City of Winslow and the Arizona Department of Transportation to develop multi-modal transportation recommendations for the study area, Heber-Overgaard, Holbrook and Winslow over a 20-year planning horizon.

The purpose of the Meridian Road Corridor Study is to document conditions along the existing roadway and to develop alternatives that will increase the safety and future level of service of Meridian Road. This study will also establish a roadway footprint and develop the ultimate right‐of‐way requirement for the corridor. Finally, the study will be utilized as a guide for local agencies and future development along the corridor. The study area for the Meridian Road Corridor Study is approximately 13 miles in length.

The Sahuarita/El Toro Corridor Study is a joint effort by the Town of Sahuarita and the Arizona Department of Transportation. The purpose of the study is to assess the feasibility of a transportation corridor that will provide adequate capacity for the potential future growth of the Town of Sahuarita and surrounding areas as well as increase local and regional connectivity in Pima County. The study is being funded by Federal Highway Administration’s State Planning and Research Program and administered through ADOT’s Multimodal Planning Division. In the completed Town of Sahuarita Transportation Study, it was recommended that El Toro Rd be constructed as a six-lane parkway to alleviate the severely congested principal thoroughfares due to the future growth identified in that study.
