Apache County is required by state law to prepare a comprehensive plan “to conserve the natural resources of the county, to insure efficient expenditure of public funds, and to promote the health, safety, convenience, and general welfare of the public.” The planning process is structured to emphasize public involvement and incorporate comments, ideas, and direction of the public into the plan.
