The Pima County Outside Agency program provides funding to non‐profit entities to serve economically and socially disadvantaged populations through social service programs. The Pima County Board of Supervisors establishes funding limits for the program and grants are awarded to agencies through a public committee process.
The purpose of this report is to measure Pima County’s success in meeting priority needs, goals and strategies as outlined in the City of Tucson and Pima County Consortium Consolidated Plan; in addition to, use of federal HUD entitlement funding including the Community Development Block Grant and Emergency Solutions Grant. Pima County is also the recipient of HOME funds through a consortium with the City of Tucson. This document also describes the methods used to comply with federal regulations. All of this information chronicles a considerable amount of work by the Community Development and Neighborhood Conservation staff to carry out the mission of preserving and enhancing communities and improving the quality of life for lower income individuals and families in Pima County, Arizona.
The Annual Action Plans describe City and County allocations for the CDBG, HOME, ESG, and HOPWA programs during the coming year. These allocations fund activities to address goals for each of the primary Consolidated Plan areas: Affordable Housing, Homelessness, Community Development, Special Needs and Citizen Participation. The City of Tucson and Pima County have formed a Consortium to plan for these activities. The lead agency is the City of Tucson.

This document has been developed to provide guidance, particularly to transportation planners and environmental planners, regarding how to most effectively link the transportation planning and National Environmental Policy processes.

The CIP is a five-year financial plan for the acquisition, construction, expansion, or rehabilitation of infrastructure and capital assets. Although capital projects are scheduled throughout the five-year plan, only those projects during the first year of the plan are adopted as part of the City's annual budget.
The Pinal Creek Trail corridor study is being conducted in conjunction with the Cobre Valley Comprehensive Transportation Study, to provide alternative modes of transportation to key educational and recreational areas in the Globe area. The purpose of the study is to review previous trail studies and recreation trail plans that will address the most critical current and future non-motorized modes of transportation within the study area. The concept of turning Pinal Creek, which runs through the City, into a functioning urban greenbelt, has long been the dream of several citizens of the community.
The Cobre Valley Comprehensive Transportation Study is a joint effort by the City of Globe, Town of Miami, the Arizona Department of Transportation, Gila County, and the Central Arizona Governments. The purpose of the study is to develop a long-range multimodal transportation plan that addresses the most critical current and future transportation needs of the Cobre Valley region. The study was funded by the Federal Highway Administration’s State Planning and Research Program and administered through ADOT’s Multimodal Planning Division.
