Communities, states, and countries all over the world are using a type of reporting called "state of the environment" to provide a summary of the status and trends of key natural resources across and within various regions. Specifically, the purpose of a state of the environment report is to describe and monitor the health of the environment in terms of key indicators.
The purpose of this handbook is to promote appropriate, consistent, and timely evaluations of compliance and initiation of enforcement by the Arizona Department of Environmental Quality. This handbook describes a uniform system for pursuing and escalating enforcement. It serves as a road map for new ADEQ compliance and enforcement staff, and a desk reference for those with more experience. It also provides guidance to those local authorities that have undertaken compliance and enforcement responsibilities through a delegation agreement with ADEQ. All of the concepts within ADEQ’s Compliance and Enforcement Policy, along with a number of other ADEQ compliance and enforcement related policies, have been incorporated into this handbook either explicitly or through the development of boilerplate.
The Governor’s Executive Order in 2007 directed the Arizona Invasive Species Advisory Council to develop an invasive species management plan by June 30, 2008. This plan is based upon the framework recommended in the initial AISAC report and focused on five strategic concepts: Leadership and Coordination, Research and Information Management, Anticipation and Outreach, Control and Management, and Funding. In developing the plan, fifteen objectives and sixty-three recommendations were established to address invasive species needs in Arizona.
On February 2, 2005, Governor Janet Napolitano signed Executive Order 2005-02 establishing the Climate Change Advisory Group. It directed the CCAG, under the coordination of the Arizona Department of Environmental Quality (ADEQ), to:
1) prepare an inventory and forecast of Arizona greenhouse gas (GHG) emissions; and
2) develop a Climate Change Action Plan with recommendations for reducing GHG emissions in Arizona.

From A-Z, every one -- whether originally born here or adapted from elsewhere-- contributes to the state’s competitive position. Arizona Ideas also explores the roots of Arizona’s tradition of self-criticism --some call it a sense of insecurity or inferiority in comparison to other places -- that often surfaces in discussions of public policy. This observation has provoked considerable debate, but few would deny that this perspective exists. It is time to debate this idiosyncrasy out in the open and find better ways of moving the state ahead.
